Dear Mr. LeRoy:
The NRC Division of Security (SEC) has received the September 13, 1991, revision to the Security Plan for the Protection of Classified Matter and Information for Louisiana Energy Services Claiborne Enrichment Center. We will review it and provide comments as necessary.
Upon receipt of the package, we observed and wish to call to your attention several errors associated with the transmissiori of classified information. Specifically:
- 1. The Classified Document Receipt contained an error in that SEC did not receive the Physical Security Plan, Document.No. PSP-002, as listed. While we confirmed that the intended recipient received this document, please ensure that future transmissions of classified information list the classified.
documents that are actually sent to a specific addressoc.
- 2. The inner envelope transmitting the classified information contained some errors in that the classification marking must be shown on both sides of the envelope as required by 10 CFR Part lD 5. 39 (b) (2 ) and the additional markings, as appropriate, referred to in 95.37(e) shall be placed on the side bearing the address. In addition, the acronym "CNSI" was used. The appropriate classification should be spelled out.
- 3. The September-13 letter which transmitted the classified documents was not marked as classified as required by 95.37(h).
