Dear Dr. Arnold:
Based on the Louisiana Energy Services requirement to submit a -
security plan for the transportation of classified matter from the port of debarkation to the Claiborne Enrichment Center,.the NRC Division of Security developed the enclosed Security Plan Standard Format for the Protection of Classified Matter During Transportation for NRC Licensees, Licensee Contractors, Agents, and Others (Standard Format).
The Standard Format was written for the over-the-road transportation of classified matter. If there is a potential for transporting classified matter via air, rail, or water, a security plan addressing those modes of transportation must be completed. As has been discussed with-Peter G. LeRoy, the transportation security plan should be written in accordance with -
tho' guidelines contained in the Standard Format.
