Inspection 50-219/85-13
This refers to the region based and routine resident safety inspection by
Messrs. W. H. Bateman, J. Wechselberger, ana R. J. Urban from April 1 - May 5,
1985, at the Oyster Creek Nuclear Generating Station. Forked River, New Jersey.
The inspection consisted of document reviews, interviews, and observation of
activities. The findings were discussed with you and members of your staff at
the conclusion of the inspection.
' Apparent violations of NRC requirements are cited in Appendix A and
categorized under the NRC Enforcement Policy 10 CFR 2 Appendix C (49 FR 8E',3,
March 8, 1984). A reply is required and should be prepared in accordance with
Appendix A.

We acknowledge receipt of your April 18, 1985 response to Violation
219/85-01-01 concerning a Containment Spray heat excnanger differential
pressure anomaly and Violation 219/85-01-02 involving failur'e to comply with
Technical Specification requirements when performing required safety-related
surveillance procedures.
Your corrective actions will be examined in a future
inspection.
This letter also acknowledge: a change in your commitment date to complete
corrective action to address a concern raised in Inspection Report 84-09
involving failure to specify angular tolerance criteria for pipe support
installations.
In your June 15, 1984 response letter, you stated design
standards to address this and other situations would be developed by March 1,

1985.
In your supplemental follow-up letter dated August 9, 1984, you stated
development of these standards could take up to two years to complete. The
commitment date is now clarified to be December 31, 1985.
On 3/27/85, Region I received eleven allegations in an anonymous letter.
Six
of these allegations were found to have adequate specificity and have been in-
spected onsite as discussed in Section 15. The remaining five allegations

lacked specificity and therefore, were not inspected.
In regard to the allega -
tion addressed in Section 15.6 concerning plant drawings of record, you are
requested to provide a commitment date as to when all safety-related drawings
will reflect the as-built plant. This information should be included with the
response to the apparent violations.
The responses directed by this letter and the accompanying Notice are not sub-
ject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Action of 1980, PL 96-511.
