of providing for full pubife participation in Ccmmission licensing activities. Pursuant to 10 CFR 12.105, by May 8,1978, the licensee may file a request for a hearing with respect to issuance of a license amendment autheri:ing burial in Trench 15; and any ;ersen whese interes may be affected by this preceeding may file a requese f:r a hearing and/or a petitien for-leave to intervene.
