is recomended for incorpo ation in the staff paper to follow the section entitled, " Broader' Alicy Considerations". The proposed ad-dition is as follows:

Accordingly, N!!SS is unable to inake any determination regarding the capabilities of India's systen to support the effective application of IAEA safeguards.
