The Consnission has issued the enclosed Amendment No. 54 to Provisional t
Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station. This amendment consists of changes to the Technical Specifi-cations in response to your application dated September 23, 1980.
The amendment approves changes to the Technical Specifications to incorporate certain TMI-2 Lessons Learned Category "A" requirements.
These requirements concern (1) Emergency Power Supply / Inadequate Core Cooling, (2) Valve Position Indication, (3) Containment Isolation.
l (4) Shift Technical Advisor, (5) Integrity of Systems Outside Contain-t ment, and (6) Iodine Monitoring.
j During our review of your application we found it necessary to modify four proposed Technical Specifications. We have discussed the changes with your representatives and have mutually agreed upon them.
l Copies of our related Safety Evaluation and the Notice of Issuance are also enclosed.
