Operating License NPF-1 Docket 50-344 License Change Application 123 This License Change Application requests modifications to Operating License NPF-1 for the Trojan Nuclear Plant to add " fail-to-start" to the group of emergency diesel generator trips which are not automatically bypassed upon loss of voltage on the emergency bus and/or a safety injection signal.

The following change to Facility Operating License NPF-1 is requested 4

(proposed replacement page is provided as Attachment 1).

Pane 3/4 8-3. Electrical Power Systems

, This change adds fail-to-start to the group of emergency diesel gener-ator (EDG) trips which are not to be automatically bypassed upon loss of voltage on the emergency bus and/or a safety injection signal.

Technical Specification 4.8.1.1.2.b.3.c states that all EDG trips, except engine overspeed, generator phase overcurrent, generator neu-I tral overcurrent or generator loss of field, are to be verified auto-matically bypassed upon loss of voltage on the emergency bus and/or safety injection signal at least once every 18 months. Addition of fail-to-start to the above group of trips will being the Technical Specification into conformance with the EDG design. The fail-to-start

, trip should not be bypassed as it is indicative of an air start prob-i les or fuel system problem which would prevent the EDG from attaining l rated speed.

SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION i

The fail-to-start relay senses either EDG jacket cooling water pres-sure > 15 psig or engine speed > 200 rpm within five seconds of the j start signal. If neither condition is met, an engine lockout is initiated and the EDG is automatically shut down. Bypassing the fall-

! to-start during an automatic start could degrade EDG performance. For example, an improper fuel lineup could prevent an EDG from starting.

Continuing to attempt to start the EDC would deplete the air receiv-ers. Depleting the air receivers, Which might be required to function as soon as the fuel lineup is corrected, would lower the capability of the EDG to perform its safety function. i

To minimize the potential for degradation of EDG performance, it is considered prudent to not bypass the fail-to-start trip.

i i This change is consistent with the philosophy of Generic Letter 84-15, concerning EDG Reliability. As such, overall Plant safety should be i enhanced and no significant hazard would be involved.

LCA 123 Page 2 of 2 SAFETY /ENVIROIRtENTAL EVALUATION Safety and environmental evaluations were performed as required by 10 CFR 50 and the Trojan Technical Specifications. This review determined that an unreviewed safety question does not exist since Plant operations remain consistent with the Updated FSAR, adequate surveillance is maintained, and there is no conceivable impact.upon the enstronment.
