SUBJECT:
PROCEDURAL REQUIREMENTS FOR SAN ONOFRE UNIT I RESTART As a part of the efforts related to the restart decision on San Onofre Unit 1, the staff has identified a concern relative to its order of August 11, 1982 to the licensee. This concern deals with the approaches the staff could take in relaxing the actions required by that order. The licensee has not yet submitted a formal request for restart.
We have discussed this matter extensively with ELD and they have advised us to process the licensee's request as a license amendment.
In view of the potentially significant schedular implications of such an approach and considerations for alternatively lifting the order, we believe that the issue should be forwarded to the Commission to obtain their views.
Accordingly, we have prepared the enclosed notation paper. This paper was prepared with ELD's assistance.
In view of the importance of this decision for the planning of the San Onofre Unit I restart review, we recommend that this paper be forwarded for Conmission action as soon as practical, f
