- Utility Perception of the Drug and Alcohol Problem Louisiana Power and Light (LP&L)~is aware of the potential problems

- which could occur with the abuse of drugs and/or alcohol by their or i

. their. contractors' employees. The Waterford 3 site is still under con-

. struction with approximately 4000 workers onsite. There have been a few i

isolated cases of alcohol and drug use, but LP&L has taken innediate action i

to resolve these problems. 'In March 1981, nine construction workers were j.

arrested for possession and sale of marijuana as a result of an undercover l

. investigation by the St. Charles Parish sheriff's office. LP&L and 1

- other local industries routinely cooperate with the sheriff's office j

to minimize the sale and distribution of drugs.

Company Policies on Use or Possession of Drugs or Alcohol LP&L does have specific policies on the use of drugs and alcohol.

I The policy bulletins (attached) clearly spell out actions to be taken by the supervisor who has reason to believe that one of his employees on the job is under the influence of alcohol or narcotics. As indicated at the 4

. meeting by the company officials present, written policy clearly reflects company attitude. LP&L utilizes company signs to make sure that all employees are aware of LP&L's alcohol and drug policies and the consequences they might suffer if. these policies 'are broken.

Utility Use of Background Investigations LP&L perfonns background investigations of all employees who will require unescorted access. These investigations are contracted and go beyond the

- basic components of ANSI 18.17. LP&L does do a quality assurance check of about 10% to assure themselves that the background investigations are thorough. The contract security force all undergo background investigations, plus all security force members are polygraphed.

_2 Utility Use of Psychological Tests LP&L issues the MPI tests and interviews to all employees.

Interviews are conducted by a professional psychologist who is under contract to LP&L. Also, a psychologist is available onsite twice monthly to talk with employees about problems.

Utility Use of Supervisory Training and Observation of Apparent Debility (Behavorial Observation)

LP&L is strongly dedicated to supervisory observation. At the present time, LP&L has conducted only a limited amount of fomal training of supervisors in the area of behavorial observation. A formal training program is now being developed and will be implemented later this year.

LP&L does not have a program of reviewing employee attendance records for unusual leave patterns but it was pointed out that most supervisors keep their own attendance records and could notice such abnormal patterns as excessive absences.

Employee Awareness LP&L uses company bulletin boards as a vital source of distributing information to its employees. New employees receive initial material as part of their orientation, and all empicyees receive additional material on ogcasion.

Detection Programs LP&L has taken positive steps in detecting the presence of drugs or alcohol within the fenced construction area. They twice have used a " Drug Dog" and plan to use this method again.

In addition, LP&L conducts a search of vehicles as they enter the fenced area.

They also rely on physical observation by th:: security force and by individual-. supervisors.
