DISCUSSION WITH ARKANSAS POWER hND LIGHT COMPANY ARKANSAS NUCLEAR ONE, UNITS 1 & 2 DOCKETS: 50-313, 50-368 March 9, 1983 Persons Contacted W. Cavanaugh, Senior Vice President, Energy Supply J. Griffin, General Manager J. Marshall, Licensing Manager C. Dunn, Security Manager Utility Perception of the Drug and Alcohol Problem Arkansas Power and Light Company (AP&L) representatives. stated that they are aware of the potential problems associated with alcohol and drug abuse. The licensee representatives were aware of the NRCs concerns and role in this area. The legal liabilities associated with employee actions was discussed briefly, but the licensee's awareness of the costs'and risks of drug and alcohol abuse by employees was not 'iscussed.

d Company Policies on the dse of Possession of Drug or Alcohol AP&L did have some general policy statements in the Policies and Procedures Manual regarding drug and alcohol abuse (see enclosure) but they did not have a' company-wide policy which was applicable to all employees.

The licensee representatives stated that they had begun work on putting together a company policy in early 1982. They said this policy would consolidate all the existing departmental policies and would be completed in about a centh. The lL licensee has never disciplined anyone at AND because of drug or alcohol problems but an employee at a non-nuclear plant was terminated for drug possession onsite. The licensee's current policies did not address the time i

alcohol. The policy also did not indicate that an employee would be or could y

be terminated for drug usage.

Types of Drug / Alcohol Programs or Elements in Use The licensee has no specific programs to deal with employee drug or alcohol

problems such as a rehabilitation program or an employee assistance program (EAP).

The licensee also had no program or policy for the employee to come forth and self-identify his drug or alcohol problems.

Utility Use of Background Investigations Everyone who is badged on the ANO site receives a background investigation (BI).

The licensee uses a company called Equifax to do the bis for AP&L employees.

AP&L has a full time investigator who works closely with Equifax and local law enforcement officials.

Contractor employees are given bis by their employer.

AP&L audits the bis of the contractor employees.

The licensee has not used polygraph examinations to validate employee applications.

The AP&L investigator interviews the employees and will follow up on applications if necessary.

The licensee did use a polygraph on one occasion to clear two operators who had been accused of using drugs onsite.

Utility Use of Psychological Tests The licensee administers the MMPI to all employees who are badged on the site.

For contractor employees, the licensee accepts " good guy" letters but does audit the contracto.r's program which provides the bases for the letters.

R Utilities Use of Supervisory Training and Observation of Apparent Debility f

The licensee began, in late 1981, to train supervisors on identifying aberrant behavior of employees. The licensee plans to schedule refresher training for j

the supervisors on an annual basis.

The security guards are instructed, during their training, to not allow an individual to enter the ANO site if the guard detects alcohol on the individual's breath.

somewhat cooperative in management's efforts regarding drug and alcohol abuse, j

The licensee is developing employee training which will make the employees aware of the company policy on drug and alcohol abuse.

Detection Program The licensee had no detection program for screening employees other than the observations by the guard force.

The licensee does not use dogs for drug detection, although dogs have been used for bomb searches.

The licensee does not search desks, tool boxes, and lockers, but they have searched suspected hiding places.

Vehicle searches include a search of the motor cavity, the trunk, and the underside of the chasis using a mirror.
