h Public Service Company (PSC) has a strong approach to the drug and alcohol

program and is aware of the potential problems which could occur with the abuse and/or alcohol by their own or their contractors' employees.
There have been a few cases of alcohol and druo use_within the company. Alcohol cases have, in some cases, led to dismissal. No drug cases have reached that point as yet; however, there is presently a case of indicated drug c
use, apparently off the job site, by an individual at Fort St. Vrain. The i
detection was made through a body fluids sampling program and the individual was placed in their employee assistance program.
At present, this individual, l
along with his union, is taking his case through the orievance procedures.
PSC has difficulty in defining a threshold for determining abuse because 4-of their system's redundancies, checks and balances, both in tems of components and personnel, and the uniqueness of the gas cooled reactor concept. They also have difficulty. in linking drua and alcohol abuse to nuclear safety.

l PSC does have specific policies on the use of drugs and alcohol. These clearly spell out the actions 'to be taken (a copy of the Nuclear Policy is attached).
During the meeting the utility representatives described
.the use of the policy and the indoctrinations given to all employees during their " General Employee Training", by use of video tape and in meetings held every 6 months.
They also gave examples of how the program has worked, including both their policy regarding onsite and.offsite use.

2 own investigations on its own employees while those for contractors and the security force are contracted out. A polygraph test is given only to the security force for verification of the application information.
Background investigations are utilized when possible; however, arrest records, medical records, and credit checks cannot, by state statute, be utilized.
Additionally, PSC does audit the contractor programs.
There are no working relationships with union hall officials regarding the reliability of temporary workers at PSC. This cannot be done because the workers are assigned from the union on a "first-off-the-bench" basis and prebackground checks would be ineffective. However, PSC does~ use the method of escorting workers if they are required to be brought on site for accomplishment of a specific task.
Utility use of Psychological Tests Psychological tests are not used by PSC for their own employees. However, I
they are given to contractors and consultants by PSC.
Psychological tests are also used for the security force, but these are administered by an outside y
The results are interpreted by a liscensed psychologist and contractor.

f Utility use of Supervisory Training and Observation of Apparent Debility (Behavioral Observation) 9 PSC utilizes a training program for their supervisory personnel to aid ik in their observations to detect apparent debility.
Guidelines have been p
developed to aid the supervisors. Security and other employees are not E
required to make observations of this nature.
PSC's observations and experience are that detection of drug use is difficult at best.
Detection of alcohol use is somewhat easier.
E Employee Awareness All new employees receive initial information on the PSC drug program in

the general employee training sessions administred to all new employees, including contractors, consultants, and the security force. Additional training is administred at safety meetings through the use of tapes which t
describe the effects of drug and alcohol use.
Additionally, the drug /
alcohol policy is discussed with all personnel on'a 6-month basis.

Detection Programs
.The' utility has no formal detection program for detection of drugs or alcohol on its premises other than the program for observations by supervisors. Absentee patterns are monitored for abnonnal patterns.
No searches are made on a regular basis.
However, all vehicles are searched before they are allowed into the protected area.
