UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 May 4, 2020 Mr. Wren Fowler Director, Licensing, Engineering NAC International 3930 East Jones Bridge Road, Suite 200 Norcross, GA 30092

SUBJECT:

APPLICATION FOR RENEWAL OF THE NAC-MPC CASK SYSTEM CERTIFICATE OF COMPLIANCE NO. 1025 - ACCEPTED FOR REVIEW (EPID NO. L-2019-RNW-0029)

Dear Mr. Fowler:

By letter dated December 18, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19357A178), NAC International (NAC) submitted an application for renewal of Certificate of Compliance (CoC) No. 1025 for the NAC-Multi-Purpose Canister (NAC-MPC). The current certificate was set to expire on April 10, 2020. Because the submittal of the renewal application was more than 30 days before the expiration of the CoC, the application was timely per the requirements of 10 CFR 72.240(b). In the application, NAC requested to renew the certificate for an additional 40 years. U.S. Nuclear Regulatory Commission (NRC) staff performed an acceptance review of your application to determine if the application contains sufficient technical information in scope and depth to allow the staff to conduct the detailed technical review.

This letter acknowledges acceptance of your application. The application appears to contain the information needed for the NRC staff to conduct a detailed technical review. We have established a schedule for the review and estimated that the staff may need approximately 1500 hours0.0174 days
0.417 hours
0.00248 weeks
5.7075e-4 months
to complete its review. The schedule allows for the staff to complete its technical review and issue a request for additional information (RAI) in December 2020. If NAC provides a sufficient response to the RAI in March 2021 and a second RAI is not needed, the CoC would be submitted to Rulemaking in September 2021. Rulemaking is estimated to take 6 months, and if there are no significant adverse comments received during the comment period, the CoC will become effective in March 2022. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI.

W. Fowler 2 Please reference Docket No. 72-1025 and CAC/EPID No. 001028/L-2019-RNW-0029 in future correspondence related to this request. If you have any questions regarding this matter, please contact me at (301) 415-6293 or at Christopher.Markley@nrc.gov.

Sincerely, Christopher T. Markley, Systems Performance Analyst Storage and Transportation Licensing Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards Docket No. 72-1025 Certificate No. 1025 EPID No. L-2019-RNW-0029
