SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 79 TO FACILITY OPERATING LICENSE NO. DPR-66 DUQUESNE LIGHT COMPANY OHIO EDISON COMPANY PENNSYLVANIA POWER COMPANY BEAVER VALLEY POWER STATION, UNIT NO.1 DOCKET NO. 50-334 Introduction By letter dated April 26, 1984, Duquesne Light Company submitted a request for a proposed amendment to Appendix A of Operating License No. DPR-66 for the Beaver Valley Power Station, Unit No. 1.

The proposed amendment would change Technical Specifications Figure 6.2-1, Offsite Organization to reflect the reorganization of the Nuclear Group.

Evaluation The reorganization of the Nuclear Group will consolidate the nuclear portion of the company under a single management position, the Vice President, Nuclear Group.

The engineering and construction management, which previously reported to a sep-arate vice president, will report to the Vice President, Nuclear Group.

Also, the Manager, Quality Assurance will have the added responsibility of quality control at Unit 1 and will report to the Vice President, Nuclear Group.

The NRC staff concurs with the licensee's position that the new management structure will con-tinue to provide the organizational freedom necessary for the quality assurance program and that the management reorganization will have no adverse effect on the safe operation of the reactor.

The proposed revision is administrative in nature since it only revises the figure for the offsite organization.

It does not involve physical changes in plant safety related systems, components, or structures.

It will not increase the like-lihood of a malfunction of safety related equipment, will not increase the conse-quences of an accident previously analyzed, nor create the possibility of a mal-function different from those previously evaluated in the Final Safety Analysis Report.

Based on the above, we find the proposed management reorganization acceptable.

. 1 Environmental Consideration This amendment involves only changes in administrative procedure and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10)

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations oiscussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be en-dangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense or security or to the health and safety of the public.

JNGrace The Comissico has issued the enclosed Amendment Nol04 to Facility Operating License No. DPR-31 and Amendment No. 98 to Facility Operating License No. DPR-41 for the Turkey Point Plant Units Nos. 3 and 4, respectively. The amendments consist of changes to the Technical Specifications in response to your application transmitted by letter dated August 6, 1982, as modified on September 1, 1982, January 3, 1983, April 25,1983, January 31, 1984 and April 23, 1984.

These acendments provide requirements in the Technical Specifications for protection of safety-related equipment subjected to sustained degraded voltage conditions at the offsite power source and interaction between the offsite and onsite source.

A copy of the related Safety Evaluation is enclosed. A Notice of Issuance will be included in the Comission's next regular monthly
