Attached please find the notarized aflidavit as pertains to the request by the Nuclear Information and Resource Senice and Citizens Awareness Network for a hearing and leave to intervene in the license amendment proceeding 61 Federal Register 20848 (May 8, 1996) for General Public Utility Nuclear (GPUN)'s proposal to revise the tecimical specifications for the Oyster Creek Nuclear Generating Station (OCNGS) conceming moving hearj loads over irradiated fuel.

A copy of my notarized aflidavit has been attached to the original request for hearing and petition for leave to intervene filed in Washington, DC.

I, Deborah Katz, being duly swom, appear and state the following:

1. I live at 80 Davenport ltoad in Rowe, Massachusetts. My home lies within 17 miles of the Vermont Yankee Nuclear Power Station (VYNPS) i
2. I am a member of Nuclear Information and Resource Senice and the President of the Citizens Awareness Network (CAN) i
3. I am concerned aboot the effects of the experimental transfer of fuel at the Oyster Creek Nuclear Power Station while the reactor is operational into dry cask storage. The i

fuel will be transfered over the operating reactor vessel. It will have a direct effect on my health and safety. Since Vermont Yankee is a Mark 1 boiling water reactor as is the Oyster Creek reactor, the precedent that will be set by the process at Oyster Creek can directly effect me. In particular, I have the following concerns:

a) I travel regularly to Greenfield, MA and I3rattleboro, VT which are within the 10 mile radius of the Vermont Yankee Nuclear Power Station. I am concerned that should a fuel -handling accident occur, I and my children would be exposed to unsafe radiation levels.

i B) I am also concerned about the potentially devastating effects on my and my children's health and safety by a radiological accident at VYPS due to the movement ofirradiated finel in containment. We live in the effluent pathway of the reactor. Our family and our emironment could be permanently contaminated by such an accident.

C) I am also concerned about the movement of finel at VYPS since the Nuclear Engineer of Vennont, Mr William Sherman, announced at a town meeting in lluckland, MA that VYPS would begin dry cask storage of their I

fuel within 5 years.

1 am willing to have Nuclear Information and Resource Senice represent my interests at the hearing and during the intervention process.

Movement of Heavy loads AFFIDAVIT OF WILLIAM DECAMP, JR.

I, William decamp, Jr., being duly swom, appear and state as folows:

1) I live at 11 Barberry Lane in Short Hills, New Jersey, and at 1229 Bay Avenue in Mantcloking, New Jersey. My home in Mantoloking lies within the Ingestion j

- Pathway Zone for the Oyster Creek Nuclear Generating Station ("OCNGS").

2) I am a metaber of the Nuclear Information and Resource Seivice ("NIRS").
3) I am a Founding Trustee of Oyster Creek Nuclear Watch ("OCNW"). I am also the President of Save Bamegat Bay (the Ocean County Chapter of the Izaak Walton

-League of America).

4) My work for Oyster Creek Nuclear Watch frequently takes me within the Emergency Planning Zone for the OCNGS. The Post Office for Oyster C7ek Nuclear Watch is in Island Heights, New Jersey, which is within the Emergency Planning Zone for OCNGS.

. 5) My work for Save Bamegat Bay frequently takes me within the Emergency Planning Zone for the OCNGS. I have been active in conservation projects less than one mile from OCNGS.

6) I frequently recreate on Bamegat Bay within the Emergency Planning Zone for OCNGS.
7) I am concerned about effects of moving heavy loads over the fuel pool, over the containment and over other features of OCNGS on my health, safety and property.

In particular:

a) I am concemed that a containment failum due to a load drop at OCNGS

, will have adverse effects on my health and ofety. as well as that of my family,

. where we live and whem I' work.

b) I am concemed that a load drop at OCNGS causing a failure of the fuel pool

- cooling system will adversely effect my health and safety, as well as that of my family and fellow citizens, due to radiation released from melted nuclear fuel, try contaminating places whem we live and where I work.

9 d) I am concemed that a load drop which releases radiation from a fuel transfer canister could have adverse effects on my health and cafety, as well as that of fellow citizens, by contaminating lands and roads on which I drive and walk in the course of my work.

8) 1herefore I authorize Paul Gunter and/or Mary Olson of NIRS and/or OCNW to represent me in the above-captioned proceeding for the OCNGS.
