1.0 INTRODUCTION
4 This report sumarizes the Impe11 Corporation evaluation of reliability i i data for nuclear power plant mechanical and electrical components. These !
data have been gathered from a variety of foreign and domestic nuclear ;
industry data sources. They have been reviewed for applicability and !
consistency. The result of this review is the recommended Impe11 Corporation generic component reliability data base.
This report contains data for most major components typically found in nuclear power plant systems. These have been grouped into mechanical and electrical component categories, and further subdivided by component type, li e.g. valves - motor operated, check, relief, etc. In general, such i subdivisions have been made where there are significant differences in reliability among component types and where sufficient data have been reported to warrant the subdivision. All data reported herein are 2
generic, however. No subdivision has been made at the manufacturer level, j even though such data are frequently reported.
) In general, the probability distributions for component failures are not j reported, nor well defined. Typically the only parameters reported are:
- The mean value for the failure probability or the failure rate;
- Some measure of the spread or uncertainty in the reported data.
Often, only the mean value is reported. This report contains the mean values and uncertainty range factors reported in the references of Section 2.0 There is not a consistent practice on report' ng rance factors -
sometimes high range values are reported and somet< mes muTtiplicative factors are given. The range factors listed in this report have been -
i defined (and in some cases derived) in a consistent manner as a multiplicative factor relating the high range value to the mean value.
Section 3.0 summarizes the reported / derived component failure data, with
- explanatory notes where appropriate, and also lists the recomended generic data values.
- The recomended data are based on a quantitative and qualitative i evaluation of the reported data. In detemining recommended mean values, I greater emphasis is placed on data contained in certain references. This
- is due to the data base being more extensive, more recent, or more complete. In general, the following hierachy is followed.

- References containing recent reviews of USNRC Licensee Event Reports,
- since these summarize U.S. commercial nuclear experience and are i based on a relatively comprehensive reporting system (References 3,
- 4, 5 and 22);
) - References containing results of previous evaluations of larger bodies of data (References 1, 7 and 8);
j - References reporting relatively small data bases.

In general, less weight is given to non-nuclear data (e.g., Reference 9),
data based largely on opinion polls (Reference 2), or to data reported through NPRDS (since reporting practices within this system vary widely).
Component failure data are presented for each major failure mode for a given component type.
The data are defined in several ways: *
- Failure probabilities;
- Failure rates, based on operating time;
- Failure rates, based on standby time.
Frequently failure data on nomally idle standby components are expressed as a failure on demand probability. This probability may or may not be a
- strong function of the time during which the component has been idle. If 4
so, then the probability for failure on demand is approximated as a standby failure rate multiplied by the time between component actuations (e.g., between tests or demands). The reporting practices for demand
- failures varies - some references list the failure probability, while others list the standby failure rate. To resolve these differences, it has been assumed that major nuclear power plant safety-related components are tested monthly, so that the average standby time is one-half month, or 360 hours0.00417 days <br />0.1 hours <br />5.952381e-4 weeks <br />1.3698e-4 months <br />. This time period has been used to evaluate the consistency of data sources reporting failure probabilities and those reporting standby j failure rates. For operating failure rates, only data based on component operating time (as opposed to calendar time) are included.
The recommended range factors are defined so as to envelop most if not all, of the pertinent reported data. Consistent with the practice first used in Reference 1, these range factors are defined to the nearest half .
decade (i.e. , a factor of 3,10, etc. ). Where data are lacking, a factor of 10 or larger is assumed as a measure of the larger uncertainty in the recommended mean value.
. This generic data base is intended to be a starting point in estimating component reliability as part of nuclear power plant system reliability evaluations. For operating power plants, even greater emphasis should be given to plant-specific component reliability data whenever such data can I be obtained. This is particularly important if the plant-specific l experience differs significantly from the generic industry experience and if such differences can be attributed to plant-specific conditions (e.g.,
l operating mode, environment, maintenance practices). It may also be j necessary to modify this generic data in specific applications for the
- following reasons:

- The generic data base may be somewhat limited for components important in the particular study;
- The recommended value may not be most appropriate for a specific application; a brief review of the referenced data sources may point out reasons why one, or more, of the data sources are more applicable and should be given greater weight; ,
- Uncertainty ranges may be modified based on the above considerations.
Finally, the generic data base recommended in this report is based on the references listed in Section 2.0. The body of nuclear power plant component reliability data is continually growing. As new data sources are issued and reviewed, this report will be updated and modifications to
+ the recommended data base will be made, as appropriate.
