Crystal River Unit 3 - Review of Calculations of Maximum Allowable Makcup Tank Pressure

Dear Mr. Tanguay:

At your request we reviewed Florida Power Corporation calculation M94-0053, Revision 2, i " Allowable MUT-1 Indicated Overpressure vs. Indicated Level," as well as some material that is being prepared for the next revision (Revision 3) of that calculation. The results of that review were forwarded to you by our letter of January 11,1996. The purpose of this letter is to forward two additional calculations reporting the results of additional work on that subject. The two calculations are as follows: Calculation 102075DHH04. " Combination of Makeup Tank Pressure and Level Errors"-This calculation evaluates the use of a statistical (root-mean-square) combination of the errors in the makeup tank pressure and level instruments, rather than assuming that holh the pressure and level measure-ments have their maximum errors simultaneously. The amount of additional head margin that would be obtained by use of the statistical combination varies between 0.6 and 1.7 feet, for most of the level range the additional { margin is more than one foot. Since the current margin is selected as 2 feet, the additional one foot is a significant increase. Calculation 102075DHH05. " Potential Uncertainty in Total Head Loss from BWST to Makeup Tank Tie-in"-This calculation evaluates the potential uncertainties in the head loss coefficients calculated in 102075DHH02. This is well within the margin of 2 feet that has been provided in the determination of the maximum pressure. In addition to the calculations, this letter includes as an attachment, a table that sum-marizes how the available elevation difference of 19.92 feet between the surface of the BWST and the point at which the makeup tank ties into the suction line has been allocated. As indicated in this table, the only part of this allocation that is not a fixed (i.e., not uncertalu) quantity or an upper bound value, is the head loss of 11.87 feet from flow in the 4 l piping, which has an estimated uncertainty of 0.94 feet. This comparison demonstrates that the margin of 2 feet that has been provided in setting the maximum allowable pressure is more than twice as great as the margin needed to cover uncertainty. In considering the margins necessary in the setting of the maximum pressure several i qualitative issues also need to be considered-t i A excessive margin in the pressure may reduce the ability to maintain hydrogen in the reactor coolant and that, in turn, could affect the reliability of the reactor coolant system pressure boundary. Conversely, it may increase the difficulty for the operators to maintain adequate hydrogen, increase their operating burden, and thereby divert their attention away from other activities. 'Itat is, excessive margins in the makeup tank pressure could increase the probability of events which will challenge the safety design of the plant. Although the makeup pumps have been demonstrated to be incapable of operation with large amounts of void, e.g., as from operation with a closed suction valve, they probably can accept some modest amount of voids without catastrophic failure. The rate at which the gas from the makeup tank can be drawn into the suction of the pump will be inherently limited, at least when the level in the makeup tank first drops to the tie-in point. For example, as any gas passes through the pump, the liquid flow in the piping will drop, the head loss will be reduced, and the pressure at the tie-in point will rise and, thereby, tend to cut off the flow of gas. Furthermore, any gas from the makeup tank that passes through the pump will reduce the pressure of the residual gas in the makeup tank and, again, the pressure at the tie in point will tend to rise to limit the flow of gas. Although it is clearly prudent to design on the basis that gas is not acceptable, there is little incentive to provide a large margin since the basic premise of failure at any gas entry is certainly an upper bound assumption. 1
