1.0 PURPOSE 1
The purpose of this test plan is to describe the Cement Waste Form i
Qualification of Sludge Wash Liquids. The plan specifies the testing required to develop and qualify at least two stable waste forms in accordance with the j
requirements of 10 CFR 61, Code of Federal Regulations, Title 10. " Licensing

Requirements for Land Disposal of Radioactive Waste" and the USNRC Branch j
Technical Position on Waste Form Revision 1,' dated January 1991.

2.0 APPLICABILITY i
i-This program applies to the qualification testing required to demonstrate that j
the waste form developed herein_for the sludge wash vaste stream meets the j
waste stability criteria of 10CFR61.56.

3.1 All procedures for conducting tests, documenting, and evaluating test results will be prepared,-reviewed, and approved'in accordance with'the requirements of the VVNS Policy and Procedure Manual,'En6 neering i

VVNS TPL 70 12 Re". 2 4.0 SCOPE The scope of the gustification program for new cement recipes for sludge wash liquids is depicted by Figure 1 and is described below. This program has become necessary because the recipe being qualified under UVNS TPL 7011 failed to meet the immersion test requirements of the USNRC Branch Technical Position on Vaste Form Revision 1 dated -January,1991.
4.1 1mmersion Qualification of Lower Was:o Loadings.
This series of Test Request (WVHS TRQ 04+.), Test Procedure (WVNS TP 044), and Test Summary Report (WVHS TSR 044) will generste qualification data for at least two cement vaste form recipes at lower waste loadings. The original recipe for sludge vai.. liquids developed in WVHS TP 025 used salt solutions concentrated to 51 1 2 wet _ total dissolved solids (TDS).
The new recipes will test cement waste forms at lower salt concentrations.
Immersions will I carried out in both demineralized water and synthetic-sea water as specified by ANSI. 16.1 1986._
Testing vill be performed on-3_ inch Jiameter x_6 inch _ tall cylinders cast from cement wasce mixed in the full scale C$S mixer. Cores taken from drums produced in CSS will also be tested. A baseline cured compressive strength will be determined before immersing cores and cylinders.
4.2 Radioactive Qualification of Alternste Recipes This series of Test Request.(WVNS TRQ 052), Test Procedure (WVNS TP 052), and Test Summary Report (WVNS TSR 052) will qualify an alternate cement waste form recipe through modifications en the c6 ment specification developed in VVN3 TP 025.
Before committing to the tests,. screening tests will be performed on small scale _ specimens to narrow the selection of-the alternatc recipe.
Preliminary information indicates that_a change in_the ament specifications _ (ASTM Portland _ Type 1 to Type V) may be,he only che age to the base recipe.
Testing vill include all the evaluations required for qualification of the waste _ form.
Full scale drums will be prepared in CSS using actual decontaminated slud e wash solution.
Cores will be taken from the-S drums and tested as noted below:

VVHS TPt.70 12 Rev. 2 4.3 Radioactive Qualification of Candidata Recipe Qualification of decontaminated radioactive sludge wash cement waste will be performed. This test series will again include a Test Request (VVNS TRQ 051), a Test Procedure (VVNS TP 051), and a Test Summary Report (VVNS TSR 051).
Cores will be taken from fu11 sir 6 CSS drums made with actual radioactive sludge wash solutions.
Leachability-tests in Loth domineralized water and =ynthetic sea vator will be completed-per the ANSI /ANS 16.1 method. Additional samples will be taken to complete TCLP tests (metals and crganics) for determination of the hazard rating of the waste form.
Testing will include all the evaluations required for qualification of the vaste form.
Full scale drums will be prepared in CSS using actual decontaminated sludge wash solution.- Cores will-bs taken from the drums and tested as noted below:
Immersion testing will be performed in synthetic sea water and o
compared to baseline 28 day compressive strengths.
Thermal-cycling, homogeneity (as measured by compressive o
strength). TCLE leachability, and free water testing will also be performed.
4.4 Verification Cube Minimum Compressive Strength Verification cube production and-testing will be performed for the candidate cement vaste form recipe.
This test series will again include a Test Request (VVMS TRQ 053), a Test Procedure (VVNS TP 0$3),
and a Test Summary Report (VVHS TSR 053).
The goal of this test series will'be to generate the minimum strength comparison value for future verification cubes. Actual decontaminated sludge wash solution will be transferred-to the lab. A series.of verification cubes will be cade covering the range of CSS production variables (vt% TDS, water: cement ratio). Based on the average and-standard deviations from the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> compressive strength values for

the cubes, a minimum test value for the Process Control Plan will be established.,
5.0 DESCRIPTION
5.1 Mixing of lab scale specimens ~shall be performed under conditions which-duplicate the full-scale mixing conditions mixer speed, mix time, etc.,
to the maximum. extent practical, as discussed in the Branch Technical Position,' Appendix A,111.A.

5.2 Curing of lab. scale specimens shall be performed under conditions which duplicate the full scale curing conditions to the maximum extent practical, as discussed in the Branch Technical Position. Appendix A.

l 5.4 Compressive strength testing of cores will be performed in accocdance with the applicable steps of A5TM Standard C.39 and the Branch Technical Position, Appendix A.II.B.
5.5 Testing of thernal stability will be performed in accordance with the applicable sections of ASTM Standard B 553 as discussed in the Branch-Technica1' Position, Appendix A.II.C.
l-5.6 Resistance to leaching of radionuclides will be performed in accordance with section C.2.E of the main body of ANSI /ANS 16.1, as discussed in the Branch Technical Position, Appendix A.II.F.
5.7 Development of process control parameters will be performed in accordance with the Branch Technical Position, Appendix A.VI.A.-
5.8 Immarsion testing will be performed in accordance with the Test Procedures (TP's) for that work, Land as discussed in the Branch-Technical Position, Appendix A.II.G.
Immersion testing may take place for up to 180 days, es discussed in the Branch Technical Position.
5.9 Vaste test specimens shall have less than 0.5 percent by volume of the vaste specimen as free liquid as discussed in=the Branch Technical Position -Appendix A.II.H.
Any free liquid encountered shall have a pH greater than:or equal to S.
5.10 Sufficient samples shall be tested to provide enough data'to' establish a mean and a stardard deviation. is discussed in the Branch Technical Position, Appendix A.IV j
5.11 Irradiation testing' of the waste form will NOT be performed,- because no -
