Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington','D. C. 20555 Attention: Ms. E. G.~Adensam, Chief g Licensing Branch No. 4 Re::-McGuire Nuclear Station Docket Nos.- 50-369, 50-370

Dear Mr. Denton:

.On February 17, 1984, Duke Power submitted a proposed amendment to Facility Operating Licenses NPF-9 and NPF-17 to allow spent fuel pool storage capacity expansion at McGuire Nuclear Station. Duke Power would like to reemphasize the schedule which must be maintained in order to complete all of the rerack work prior to the:first refueling of Unit 2.

The Unit. 2'rerack schedule requires work to begin on August 1, 1984. At this time, the spent fuel pool will still be dry. Rack removal and installation Lwill. be performed .from August 1 to November 1,1984. From August 7 to November

---7, 1984, drag testing and indexing will take place. Cleaning, filling the pool, and chemistry work will be performed between November 7 and December 23, 1984.

L ~ This schedule is based on a work schedule of two 10-hour shifts working 6 days

.-per week. December 23 1984 is a calculated shutdown date for refueling based on a 90% capacity factor.

If the Unit 2 reracking is not completa prior to the first refueling of Unit 2, an additional cost of 1.5 million dollars will be incurred due to having to rerack with water in the pool. Another factor to consider is the ALARA con-sideration that.must be made if there is spent fuel in the pool. In order to prevent this from occuring, Duke Power has determined the August 1, 1984 start date as essential.

IDuke Power appreciates the NRC taking these factors into consideration for the tineliness of'the staff's' review. Please contact us if there are further

> -questions regarding this matter.

.Very.truly yours, v
