In accordance with the pmvisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes a partial revision to our submittal of December 20, 1983.
This submittal is an amendment to the Edwin I. Hatch Nuclear Plant Units 1 and 2 Technical Specifications and Environmental Technical Specifications (Appendicies A and B to the Operating Licenses) as described in the attachments to this letter.
The 10 CFR 50.92 i
determination is contained in Attachment 1 to this ' letter.

The pmposed changes for Unit 2 to Appendix A Technical Spec _ifications are in Attachment - 3.
The proposed changes for Envimnmental Technical Specifications are in Attachment 4.
The proposed changed pages in the attachments will supertede those submitted December 20, 1983, on a page by page basis.
The pmposed changes include:
1.
Clarification of the offsite organization by expanding Figure 4
6.2.1-1.
The position descriptions and functional responsibilities for the chart, included as Attachment 5 to this letter, are derived'

Addition to Figure 5.2-1 in the Environmental Technical Specifications of the position of Manager --Nuclear Gemistry and -
Health Physics.

This change was necessary due to the recent change in the Nuclear Operations organization.
3.
Change of titles and responsibilities from "Vice President and General Manager Nuclear Generation" to "Vice President and General Manager Nuclear Operations";
from " Senior Vice President Power Generation" to " Senior Vice President Nuclear Power"; and from
" Senior Vice President Engineering, Construction 4 Project Manager" to "Vice President Engineering and Construction Services".
These changes serve to assign sole responsibility for nuclear operations and construction a to higher level of corporate management.
The titles and responsibilities of the "Vice President Power Supply Engineering and Services" and the " Chief Engineer" were combined to "Vice President and Chief Engineer Power Supply Engineering and Services". _1hese changes were necessary due to recent changes in the Power Supply management organization.
4.
This application would revise Figure 6.2.2-1 to include at least the supervisor level of management for on-site functions.
5.
Amendment of the Technical Specifications by allowing the approval of certain procedures at a management level other than that of the General Manager - Plant Hatch.
Due to the recent reorganization, the Plant General Manager position is actually a more senior level than the Plant Manager / Plant Superintendent position identified in.
the Standard Technical Specifications as discussed - in our December 20, 1983, submittal.
With the addition of the department manager positions, it is now more appropriate to have most procedures epproved by the department managers.
This allows approval of procedures by those in management most familiar with the work being i
performed.
Therefore, this change is seen as an enhancement of j
management control.
6.
Modification of the PRB quorum requirements to provide ' better continuity between meetings.
7.
Correction of typographical errors in the December 20,
- 1983, submittal.
The Plant Review Board and the Safety Review Board have reviewed the i
proposed changes and have determined that they do not constitute an-

These changes do not: increase the probability or consequences of accidents or malfunctions of equipment previously analyzed, create new modes of operation or potential for new accidents, nor alter the margin of safety as described in the basis for Technical Specifications.
The changes discussed are based on changes from the pages submitted December 20, 1983.
Pursuant to the requirements of 10 CFR 50.91, Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources will be sent a copy of this letter and all applicable attachments.
Since this submittal is an amendment to a previously submitted proposed change, there is no fee mquired.

These changes serve to provide a higher level of corporate management with sole responsibility for 5
nuclear operations and plants under construction with no responsibility for fossil or hydro facilities.- The Vice President and Gereral Manager Nuclear Operations and Manager Nuclear Generation now have responsibility for the operating nuclear plants and not_ units under construction.
These changes will have the effect of increasing management attention to nuclear activities.

This change also expands the organization by adding
_a Superintendent of Instrument and Controls between the Instrument

and Controls Supervisor and.the Manager of Maintenance instead of j
the Instmment and Controls Supervisor reporting to the Superintendent of Maintenance Operations who in turn reported to the Manager of Maintenance.
The change will cause an elevation of the entire IEC organization by enhancing its exposure to j
management, increasing its supervision of maintenanace programs and increasing its interface with other plant ; organizations.
This.
change is consistent with Item (i) of the " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations" listed on page 14,870, of the April 6, - 1983, issue of_ the Federal Register which allows for administrative changes.
This change also moves the Quality Control Superintendent, and his 2
organization, from being under the Manager of Maintenance to being under the Manager of Engineering.
The move was made' because the function of the QC organization is to review for design standands rather than implement the design.
Therefore the more. logical placement of the QC group is with Engineering instead of Operations.
This change is consistent. with Item (i) of the
" Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations" listed on page 14,870 of the April 6,
1983, issue of the Federal Register - which allows for administrative changes.
