20555 tRC 00CKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 ORGANIZATIONAL CHANGE Gentlemen:
Pursuant to 10 CFR 50.59(c)(1), Georgia Power Company hereby requests changes to the Technical Specifications (TS), Appendix A to the Operating License, and the Environmental Technical Specifications (ETS), Appendix B to the Operating License, for both units.
The proposed changes, which are the same for both units, will update Chapter 6 of the TS, " Administrative Controls", to reflect recent changes in company organization.
The changes involve changed titles, additional members for the Plant Review Board, and the fact that the Safety Review Board now reports to the Executive Vice President.
Additionally, figure 5.2-1 of the ETS is updated to reflect current organization.
This submittal supersedes our letter of August 13, 1980, which requested similar changes.
These changes are administrative in nature and do not involve a safety l
question.
The Plant Review Board and Safety Review Board have reviewed and approved the proposed changes.
Plant operation is unaffected.
The proposed changes to the ETS have additionally been reviewed by the Manager of Environmental affairs and have been detemined to have no environmental impact.
Enclosed with the proposed changes are a detemination of amendment class and instructions for incorporation of changed pages.

HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.22, Georgia Power Company has evaluated the attached proposed amendment to Operating Licenses DPR-57, NPF-5 and has determined that:
a.
The proposed amen &ent does not require evaluation of a new Safety Analysis Report and rewrite of the facility license; b.
the proposed amendment does not require evaluation of several complex issues, involve ACRS review, or require an environmental impact statement; c.
The proposed amendment does not involve a complex issue or more than one environmental or safety issue; d.
The proposed amendment does not involve a single environmental or safety issue.
e.
The proposed amendment is administrative in nature, namely,_
updating of company positions and titles.
f.
The proposed amendment is therefore a Class I amendment for one unit-and a Class II amendment for the other unit.
