Pursuant to 10 CFR 50.90, as required by 10 CFR 50.59(c) (1), Georgia l Power Company hereby requests changes to Appendices A (Technical Specifications) and B (Environmental Technical Specifications) to Operating Licenses DPR-57 and NPF-5.

The proposed changes are administrative in nature and reflect changes to onsite plant organization, Quality Assurance organization, and Plant Review Board. The changes are as follows:

1. Charges to the onsite plant organization Changes to the onsite organization are reflected in revised Figure 6.2.2-1 of the Technical Specifications. The position of Plant Manager I has been changed to General Manager, Plant Hatch. A single Deputy General Manager has replaced the position of Assistant Plant Manager, which was previously filled by two individuals. An additional level of management has been created, consisting of six Manager positions which report to the General Manager and the Deputy General Manager. The remainder of the previous organization has been retained, with sane minor changes.

We propose to delete requirements for Senior Reactor Operator's (SRO)

Licenses for two positions. Present Technical Specifications require that either the Plant Manager (General Manager under the new organization) or Assistant Plant Manager (Deputy General Manger under the new organization) possess an-SRO License. 'Ihis is in excess of the requirements of ANSI N18.1 - 1971, to which we are comitted per the FSAR. We propose to replace our present requirements with the requirement of the ANSI Standard. This requirement states that either the Plant Manager or Assistant Plant Manager must possess the necessary 8311010146 031024 ,

Additionally, we propose to delete SRO requirenents for the position of Superintendent of Plant Engineering Services. ANSI 18.1-1971 does not require an SRO License or SRO training for this position.

2. Changes to the Plant Review Board (PRB)

The PRB will be cmposed of the General Manager, Deputy General Manager, and Department Superintendents, along with a Quality Assurance representative. Retention of Superintendent level PRB representatives is desirable insofar as it will allow personnel filling the newly formed Manager positions to function without undue PRB burden.

3. Changes to the Quality Assurance (QA) organization Changes to the -QA organization reflect our QA program description as sutraitted to NBC's Regional Office of Inspection and Enforcement by letter of June 30, 1983. A new position, General Manager QA and Radiological Health and Safety, has replaced the previous Manager of QA. Reporting to the new' position in the. Corporate Office are Managers of QA for each nuclear plant. Site QA Managers report to their respective Managers of QA in the Corporata Office. The organization as it applies to Plant Hatch is detailed in Figure 6.2.1-1 of the Technical Specifications. - Figure 5.2-1 of the Environmental Technical Specifications is also affected by this change.

The Plant Review Board and Safety Review Board have reviewed the proposed changes and determined, pursuant to 10 CFR 50.59, that they do not constitute an unreviewed safety question. All changes are administrative in-nature.- No plant systems are affected. Probabilities of and consequences of analyzed accidents are not affected. No new types of accidents are created. Margins of safety are unaffected. The intent of the new organization is to strengthen onsite management and Quality Assurance through the formation of new positions for well qualified personnel. The changes are expected to result in an overall increase in plant safety y through greater management attention. Deletion of certain SRO License l requirements represents an acceptable change from our previous program as l full compliance with the applicable standard is maintained. l i

This change is administrative in nature and has no effect on

-accident probabilities or consequences. No new types of accidents are created. The margin of safety is unaffected.

Each of the requested changes is consistent with item (i) of "Exanples of amendments that are considered not likely to involve significant hazards considerations" as published in the Federa? Register, April 6, 1983, page 14870, as each change is administrative in nature.

HA'ICH NUCLEAR PIANT UNITS 1 AND 2 DETERMINATION OF AMEN 0 MENT CLASS Pursuant to 10 CFR 170.12 (c), Georgia Power Conpany has evaluated the attached proposed amendment to Operating Licenses DPR-57 and NPF-5 and has determined that:

a) The proposed amendment does not require the evaluation of a new Safety Analysis Report or rewrite of the facility license; b) The proposed amendment does not contain several complex issues, does not involve ACRS review, and does not require an environmental inpact statement; c) The proposed amendment does not involve a complex issue or more than one environmental or safety issue; d) The nroposed amendment does not involve a single safety or environmental issue; e) The proposed amendment is administrative in nature, namely changes in plant and offsite organization f) 'Ihe proposed amendment is therefore a Class II amendment for one unit and a Class I amendment for the other unit.
