which is located at Quehanna, Pennsylvania, and which has heretofore been

l No. R-36. The facility is described in The Pennsylvania State University's i
application dated September 29, 1960, and amendownt thereto dated November 2 1960, (hereinaf ter together referred to as "the application").

Pursuant to the Atomic Energy Act of 1954, as amended (hereinaf ter referred
, to as "the Act") and having considered the record.in..this matter, the Atomic j
Energy Commission (hereinaf ter referred to as "the~ Commission") finds thatt h

The facility has been constructed in conformity with Construction Permit No. CPRR-11 issued to Curtiss Wright Corporation)
B.
There is reasonable assurance that the facility can be possessed at the designated location without endangering the health and safety of the publict y

The Pannsylvania State University is technically and financially qualified 4
to possess the facility, to assume financial responsibility for payment of s
Commission charges for special nuclear material and to undertake and carry

i out the proposed activities ain accordance with the Commission's regulations; D.
The possession of the facility and the receipt and possession of the special l j nuclear material in the manner proposed.in the application will not be -
inimical to the cozoon defense and security or to'the health and safety of-~.::t t

The Pennsylvania State University shall inmacdiately report to the Commipsion D.
in writing any indication or occurrence of a possible unsafe condition relating to the possession of the reactor.
