The Atomic Energy Commission ("the Comission") has found in accordance with the provision of t!'s regulations in Parts 2 and 50, particularly Section 50.80, L
that:

The application for transfer of the license dated October 4,1967, and the supplement thereto dated October 24, 1967, comply with the requirements
'of the Atomic Energy Act of 1954, as amended, and the Comission's regula-tions set forth in Title 10, Chapter 1, CFR; 2.
Commonwealth of Pennsylvania acting through its Department of Forests and Waters, and Nuclear Materials and Equipment Corporation (NUMEC) are quali-fled to be holders of the license;
'3 The transfer of the license is otherwise consistent with applicable provisions of law, regulations, and orders issued by the Commission pursuant thereto; 4
Commonwealth of Pennsylvania is financially qualified and, through its 1/
contractual relationship with NUMEC, is technically qualified to possess title to the f acility*.

NUMEC is technically and financially qualified to possess, but not to operate,the f acility and to engage in the proposed activities authorized by this license in accordance with the Commission's regulations;

A.
ITCCC shall, so long as this license shall be in force with respect to ITJ.GC, be responsible for assurins that the provisions of this license and Co. ission regulations fo: protection of health and safety from radiation hazards are observed with respect to the facility and =aterials covered by this license. LESC shall also be responsible for =ainte.ining the facility in a safe condition. In the event of any expiration, codifi-cation, cancellation, or temination of the les..:a between the Co==onwealth of Pennsylvania and NU)20, either party =ay apply to the Co-d scion Mr an appropriate amendment to this licence to terminate this licenst in,; ; e as it is granted to NU>20. Until such amendment is issued, the Coconvealth of Pennsylvania shall in nc way prevent LESC from observing the requirements set forth in this ccniition.
