The Atomic Energy Commission (hereinafter "the Comission") finds thats The utilization facility (horeinaf ter "the facility") author--
a.
ized for construction by construct $on Permit CPRR-11 issued to the Curtics-Wright Corporation (hereinafter "Curtiss-Wright")
has been constructed in accordance with the specifications contained in the application; b.
There is reasonable assurance that tho facility can be operated without endangering the health and safety of the public; c.
Curtiss-Wright is technically and financially qualified to operate the facility;
, d.
Issuance of a license to possess and operate the faci 3ity will not be inimical to the commen defense and security

or to the health and safety of thr: public; e.
Curtiss-Wright has filed with the Comnission, as proof of financial proteation, pursuant to 10 CFR 1h0, copies of Binder No.13 issued by the Mutual Atomic Energy Liability Underwriters, covering the facility, in the amount of $250,000.

Subject to the conditions and requirements incorporated herein, the Comission hereby licenses Curtiss-Wrights a.
Pursuant to Section 10hc of the Act and Title 10, CFR, Chapter 1, Part 50, " Licensing of Prcduction and Utilization Facilities" to possess and operate as a utilization facility the nuclear research reactor facility _ designated below; Part 70, Pursuant to the Act and Title 30, CFR, Chapter 1,5 kilograms b.
"Special Nuclear Material", to possess and use h.
of contained uranium 235 as fuel for operation of the facility; c.
Pursuant _to the Act and Title 10, CFR, Chapter.1, Part 30,
" Licensing of Byproduct Material", to possess, but not to separate, such byproduct material as may be produced in the operation of the facility.

This license applies to ne facility which is owned by Cu..,1cs-Wright ant. located
's -3 near Quehanna, Pennsylvania and described in Curtiss-Wight's applicatiori dated October 2h,1956 and amendments thereto dated Decenber 21,1956, February 1h, 1957, January 27,1958, and February 21,1958 (all herein atheapplicaticn").
7ho facility is a light water-cooled and -noderated research react'or designed to operate at a thermal power level of 1,000 kilowatts.

Operating Restrictions (1) Curtiss-Wicht shall operate the facility in accordance l
with the application.
Curtiss-Wright shall not operate the facility at a power (2) level in excess of 1000 kilowatts (thertnal); provided, y
however, that Curtiss-WriEht shall not operate the

g facility at a power level in excess of 100 kilowatts k
(themal) until provision has bocn nade for cooling by forced circulation.

Records In addition to those otherwise required under this license and applicable regulations, Curtiss-Vricht shall keep the follcNing records:
(1) Facility operating records, including power levels.

(2) Records showing radioactivity released or discharged into the air or water beyond the sfectivo control of Curtiss-Wight as measured at the point of such release or discharge.

(3) Records of energency scrams, including reasons for energency shutdowns.

Reports (1) Curtiss-Wright shall immediately report to the Comission any indication or occurrence of a possible unsafe condition 3
relating to the operation of the facility.
(2) Curtiss-Wright shall infom the Comission of its ccmpletion of installation of forced circulation cooling equipnent.
- 5. This licenso is effective as of the date of issuance and shall expire at midnight June 19, 1977 FOR THE AM4IC ENERGT COMMISSION -
