The licensee may make changes to the approved fire protection program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

(4) Systems Inteority The licensee shall implement a program to reduce leakage f om the systems outside containment that would or could contain highly radioactive fluids during a serious transient or accident to as low as practical levels. This program shall include the following:

1. Provisions establishing maintenance and periodic visual inspection requirements, and
2. Leak test requirements for the systems at a frequency not to exceed operating cycle intervals.

The licensee shall implement a program which will m l ensure the capability to accurately determine the " i airborne iodine concentration in areas vital to the l mitigation of or recovery from an accident. This program slall include the following:

1. Training of personnel,
2. Procedures for monitoring, and
3. Provisions for maintenance of sampling and l analysis equipment.

.. exemption references were not included in the proposed Operating Ucense change.

Two exemptions (dated May 10,1982 and May 6,1985) were schedular exemptions which have since expired. Another two exemptions (both dated September 18,1991) were rendered unnecessary by plant modifications and were cancelled by the Authority (NYPA Letter JPN-92-073, dated December 22,1992). The final exemption (dated February 1,1984) was superseded by the exemption issued on January 11,1985.

(2) DESCRIPTION OF THE PROPOSED CHANGES TO THE UFSAR Paragraphs discussing the Fire Protection Program Plan (as defined in 10 CFR 50.48),

the Fire Hazards Analysis and the Fire Protection Quality Assurance Program will be added to the UFSAR in Sections 9.8.5 " Fire Protection Program" and 9.8.6 " Fire 1 Protection Quality Assurance Program." These changes will incorporate these three  !

documents by reference.

Section 9.8.5 will replace a section previously titled " Administrative Control." Section 9.8.6 was previously titled " Fire Protection." 1 The above proposed changes will be submitted with the 1995 UFSAR Amendment.
