The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on March 8, 1982 ir. accordance with 10 CFR 50.55(e) as NCR BLN MEB 8202. This was followed by our interim reports dated April 6, June 14, and October 20, 1982. Enclosed is our fourth interim report. We expect to submit our next report by January 16,'1984. We consider 10 CPR j
Part 21 applicable to this deficiency.

FOURTH INTERIM REPORT i
Description of Deficiency A potential defect exists when the governor lube oil cooler on a standby diesel generator is located above the maximum elevation of the piping between the coolers and the governor. If the oil level in the governor is low, air could be trapped in the Lube Oil System. The diesel generators were supplied by Delaval, Incorporated (Delaval), Oakland, California.
This deficiency was reported to NRC-0IE, Washington, DC, under 10 CFR 21 by TransAmerica Delaval letter dated December 9, 1981. The condition has been verified as a problem by Bellefonte field personnel. This deficiency does not apply to the Delaval supplied diesels at Hartsville and Phipps Bend Nuclear Plants.
Interim Progress TVA has relocated the lube oil coolers to a position below the governors for both unit 1 diesels. Work on the unit 2 diesels is not complete and i
will be reported in our next submittal. We are continuing our efforts to obtain the cause of this deficiency and actions to prevent recurrence from the vendor.
