Dear Sir:
s In accordance with the requirements of Title 10, Chapter 1, Code of Federal Regulations, Part 21, Transamerica Delaval hereby notifies the Commission of a potential defect in a component of a DSR or DSRV Standby Diesel Generator. There exists a potential problem in the Governor Lube Oil Cooler Assembly which could result in engine non-availability.
Transamerica Delaval has supplied the DSR and DSRV series engines with the potential defect to the following sites:

The Governor and Governor Lube Oil Cooler were manufactured by Woodward Governor Company of Fort Collins, Colorado. The Governor and Lube Oil Cooler were installed and piped on the engine by Transamerica Delaval.
The potential defect exists in the Governor Oil System.
If the Governor Lube Oil Cooler is installed above (elevation) the oil level of the Gov-ernor, the possibility of air being trapped in the system occurs when the oil level in the Governor is low.

This problem can be eliminated by moving the Governor Lube Oil Cooler to an elevation below the Governor oil level. Some of the engines listed in paragraph 2 may already have the Governor Lube Oil Cooler installed below the Governor Lube Oil level.
A copy of this letter will be sent to each cognizant party listed in paragraph 2 by December 21, 1981. Detailed instructions for moving the Governor Lube Oil Cooler will be sent to each site by January 15, 1982. Parts and technical services required will be furnished by Transamerica Delaval on request and in accordance with each individual contract.
We canuot estimate when this modification will be complete, since the completion date depends on action by the sites.
This report confirms an initial telephone report to Mr. Paul Narbet, Region 5, Walnut Creek, California, on December 9, 1981.
Our evaluation of this matter was concluded on December 8, 1981.
