Thrink you for your letter of February 28, 1972.
I au pleased to know that arrar.gonents have been made.for a meeting between you, representatives of NPPD and representatives of the AIC to discuss a program to assure that there is no detrimental effect to your farm f rom the operation of Cooper Nucicar Station. Mr. William F. Marlow, Radiochesist, of this division will be present at this c.ceting.
I am sure that discussions at that time of the radiological environmental nonitoring programs at Cooper Nuc1 car Station and Fort Calhoun Station will resolvo your questions.
You asked for en explanation of the legal situation regarding the permissible levels of radiation at the boundaries of Cooper Nuclear Station. At the present time, under the provisions of 10 CFR part 20 i
i (a copy of which you received previously), 500 nren/yr is the maximum legal dose permit:ed to the whole body of an individual beyond the boundary of Cooper Station resulting from the operation of Cooper Station. However, present regulations also require that the station be operated so as to keep such doses as low as practicable. At this time numerical values have not been set for such doses. As you probably are aware, there are public hearings being held at present on the numeri-l cal guidelines for "as low as practicable" concept which is called for in 10 CFR Fart 50.
Levels now being discussed are 5 mrem /yr from gaseot.s and 5 mrem /yr from liquid ef fluents on an annual average basis, with certain flexibility for the station to continue-operating if these levels are exceeded for a short time, to allow for corrective action to be taken to reduce the i
