DOCKET NOS. 50-266 AND 50-301 NUREG-0612 CONTROL OF HEAVY LOADS UPGRADE OF AUXILIARY BUILDING CRANE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On January ll, 1982, Wisconsin Electric submitted its NUREG-0612, " Control of Heavy Loads", report for the Point Beach Nuclear Plant, Units 1 and 2. In that letter we committed to upgrade the auxiliary building crane to meet the guidelines of NUREG-0612, Section 5.1.6. Subsequently, in a letter dated September 16, 1982, we notified you, by means of a page revision to our nine-month report, that a manufacturer, Ederer Incorporated, had been selected for the auxiliary building crane upgrade.

One of the actions planned to implement the guidelines of NUREG-0612 will be the replacement of the existing trolley on the auxiliary building crane with a new trolley that has single-failure-proof main and auxiliary hoists designed and manufactured in accordance with NUREG-0554. Ederer Incorporated will be supplying this trolley in accordance with Ederer's Generic Licensing Topical Report EDR-1, " Nuclear Safety Related Extra-Safety and Monitoring (X-SAM) Cranes". Revision 2 of this topical report has been accepted by the NRC staf f as meeting the require-rents of NUREG-0554.

Since acceptance of Revision 2 of EDR-1 on January 2, 1980, Ederer X-SAM Crane design has been modified to include several additional advanced features not previously available.

Mr. H. R. Denton October 22, 1982 Ederer will be submitting in the near future a Revision 3 to EDR-1, which describes these advanced features, to the NRC staff for review and approval. Ederer and Wisconsin Electric are also presently preparing a Point Beach safety analysis report describing the specific modification proposed for the auxiliary building crane; however, this submittal is not anticipated until the end of the year.

In order to take full advantage of the latest design features of the Ederer X-SAM Crane, we are requesting that the NRC staff expedite its review and approval of EDR-1, Revision 3, when it is received so that we may reference this generic topical report in our evaluation. Your prompt review and approval of this revision will assist us in completing the crane upgrade within the scheduled discussed in our nine-month report.
