OF THE OPERATING REACTOR EVEllTS MEETIfiG ON JUNE 10, 1981 On June 10, 1981, an Operating Reactor Event meeting was held to brief the Office Director, the Division Directors, and the~ir represen-tatives on events which occurred since the last meeting.

The list of meeting attendees is included as Attachment 1.

The events discussed and the significant elements of these events are presented in Attachment 2.

In additica to these events, the assignment of follow-up review responsibility was discussed.

The assignments made during this ineeting and the status of previous assignments are presented in Attachment 3.

The next Ope, rating Reactor Events meeting is scheduled for June 17, 1981.

EN-81-02B' Burnside Steel Foundry Comoany-A Rescission of Order Imposing a.

Civil Penalties was issued to subject licensee on June 2,1981.

Previously, an Order Imposing Civil Penalties in the cumulative amount of $2,150 was iss After consideration of the licensee's response to the imposition order datec April 7,1981, it was determined that the imposition order should be rescind in its entirety.

EN-81-19 Met Lab, Inc. - A Notice of Violation and Proposed Imposition of Civil Penalties in the amount of S4,000 was issued to subject licensee on June 3,1981.

This action was based on alleged violations involving a radiation exposure to a radiographer in excess of t!RC limits, and failure tc have the radiographer's film badge irmediately processed, after his pocket desiteter had discharged beyond its range during the conduct of radiographic r$~--~

Eti-80-50B Conmonwealth Edison Company - A Settlement of Proceeding on Order Imposing Civil Monetary Penalty will be issued to subject licensee on June it 1981.

Previously, an Order Imposing a Civil Penalty in the amount of $40,00:

was issued, based on an alleged violation which involved inattention to dutii by licensed operators while assigned at the controls of Dresden Unit 3 react:

on August 8,1980.

In a letter of March 19, 1981, the licensee requested a hearing in accordance with the tems of the Order and 10 CFR 2.205.

On the basis of reconsideration of the applicable evidence, regulatory requirements, and policy, an agreement was reached whereby the civil penalty would be mitigated from $40,000 to S18,000, and Commonwealth Edison Company would pay the $18,000 mitigated penalty and withdraw its request for L hearing.

EN-81-10A Tennessee Valley Authority (Browns Ferry Nuclear Plant. Units 1,2and3)-OnMarch 20, 1981, a Gotice of Violation and Proposed Imposition of Civil Penalties in the amount of $50,000 was issued to subject licensee, based on alleged violations related to a breakdown of the licensee's control of the fire protection program at the Browns Ferry Nuclear Plant.

After consideration of the licensee's response, it was concluded that, with' the exceptf ori of one violation, the proposed penalties for the violations should be imposed as proposed.

The violation
