. i APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-413 & 414 Catawba 1 and 2 License Nos. CPPR-116 & 117 As a result of the inspection conducted !! arch 26 - April 25,1982, conducted on and in accordance with the NRC Enforcement Policy, 47 FR 9987 -(itarch 9,1982),

the following violations were identified.

A. 10 CFR 50, Appendix B, Criterion V, as implemented by Topical Report Duke 1-A, Section 17, paragraph 17.1.5 requires that activities affecting quality be accomplished in accordance with established procedures. Duke Power

, Company procedure CQAP Q1, Rev.16 requires disposition of Nonconforming Item Reports (NCI's) to be clear, complete and contain proper technical content.

Contrary to the above, NCI No.13, 781 which pertains to licensee inspection findings of Class A pressurizer relief valves was found to be inadequate on April 8, 1982. The disposition of NCI NO.13, 781 was not accomplished in accordance with established procedures in that the licensee appears to accept defects rejectable by the AS!!E Code and did not submit vendor evaluation.

This is a Severity Level IV violation (Supplement II.).

B. 10 CFR 50, Appendix B, Criterion V, as implemented by Topical Report Duke 1-f., Section 17, paragraph 17.1.5 requires that activities affecting quality be accomplished in accordance with established procedures. Duke Power j Company procedure CQAP G-1, Rev.16 requires uncontrolled documents to be marked " Uncontrolled Not for Construction."

Contrary to the above, an activity affecting quality was not accomplished in l accordance with established procedures on April 8,1982 in that electrical QC inspectors possessed copies of pages of Duke Specification CNS 1390.01-00-0083 which were not uarked " Uncontrolled Not for Construction."

This is a Severity Level V Violation (Supplement II).

l Pursuant to the provisions of 10 CFR 2.201, you are hereby required to sutxait to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and 'the results achieved; (4) corrective steps which will
