T.S PiFORMATION APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Based on the results of the NRC inspection conducted on October 18-19, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in ur correspondence to you dated December 31, 1974.

A. Paragraph 73.55(h)(2) of 10 CFR Part 73, requires, in part, that to fulfill the response requirement, the number of guards and armed trained personnel immediately available shall nominally be ten (10);

, however, this number may not be reduced to less than five (5) guards.

Contrary to the above, on September 9,1978, during the 3:00 p.m. -

11:00 p.m. security shift, only four (4) guards were immediately available to fulfill the response requirement.

This is an infraction.

A similar item was identified in Inspection Report Number 50-302/78-17.

B. Paragraph 73.55(d)(4), of 10 CFR Part 73, requires, in part, that all vehicles, except designated licensee vehicles, requiring entry into the protected area shall be escorted by a member of the security organization while within the protected area.

Contrary to the above, prior to October 19, 1978, the licensee was not escorting all nondesignated vehicles with a member of the security organization, while within the protected area.

This is a deficiency.
