FINAL RULE AMEh91NG NRC'S PART 110 REGULATIONS FOR THE EXPORT OF GASE0CS DIFFUSION ENRICHMENT PLANT COMPONENTS Attached for your review and apprcval is a draft final rule covering amendments to NRC's export regulat 'ons in Part 110 pertaining to gaseous diffusion enrichment plant componen'.s. The rule has been coordinated with-the Offices of Administration, Information Resources Management, Nuclear Material Safety & Safeguards, Nuclear Reactor Regulation, Nuclear Regulatory Research, and the General Counsel. Their comments, which are attached, have been.
incorporated into the Federal Register document.
I would appreciate your-concurrence and approval on the rule by July 10, 1990.
In accordance with staff requirements memorandum of October 11, 1985 regarding
'SECY-85-298, the Commission delegated to the Executive Director for Operations (EDO) the cuthority to issue minor rules and minor amendments of a non-policy or corrective nature to Part 110 regulations without Commission review.
I believe that this rule falls within this delegation; accordingly, upon ED0's approval of the final. rule,- the Office of Governmental and Public Affairs will
_ forward the document to the Federal Register for publication.
