did not immediately realize that two rods were simultaneously selected and initiated a rod withdrawal.

Both selected control rods began to move.

Corrective actions were taken immediately to terniinate rod movement.

As a result of a meeting with GPU personnel, we have concluded'that this beyond design basis event was most likely caused by a deficiency in the circuitry within the reactor manual control system.

This system is intended to prevent the selection of more than one control rod at a time. However, it can be defeated if contacts within the roa select push button are not properly made or disconnected when a rod select push button is actuated. This can occur when a rod select push button is held at mid position and another rod select push button is depressed.- It is our understanding that GPU has initiated a design modification to correct this problem. We are pursuing the resolution of this issue with GPU and plan to contact Nine Mile Point and GE to determine it this problem exists at other sites.

Brunswick Unit 2 After Unit 2 tripped from 100 percent power when its main steam isolation valves went closed on 8/19/90, an AIT was dispatched to Brunswick site on 8/21/90 to investigate the circumstances of the trip. The All completed its investigation; and an exit meeting was held with the licensee on Saturday, A press conference was also held at 10:00 A.M. at the 8/25/90, at 8:00 A.M.

Second Building Status On Friday, August 31, GSA called to inform us that the appraisal of the second building site which GSA previously promised by August 26 will not be completed before early October.

In fact, the contract for the job had not been awarded by August 31, and the appraisal company estimates the job will require 30 days to complete.

Office of Nuclear Reactor Regulation items of Interest Week Ending August 31, 1990 Brunswick Unit 2 After Unit 2 tripped from 100 percent power when its main steam isolation valves went closed on 8/19/90, an AIT was dispatched to Brunswick site on 8/21/90 to investigate the circumstances of the trip. The AIT completed its investigation; and an exit meeting was held with the licensee on Saturday, j

8/25/90, at 8:00 A.M.

A press conference was also held at 10:00 A.M. at the licensee's Nuclear Visitor Center near Southport, NC, for the AIT team leader to answer questions.

The licensee plans to test five pilot assemblies-for those SRVs that were not lifted. The licensee has verbally agreed to inform the RII Adniinistrator (via-telephone) of the completed work prior to restart.

COMANCHE PEAK UNIT 2 I

A team inspection was nerformed for Comanche Peak Unit 2 on August 20-24, 1990. The team consisted of two Region IV personnel, two NRR personnel, e

and two senior resident inspectors. The purpose of the inspection was to-evaluate licensee plans and processes for completion of design activities on Unit 2, with emphasis on translation of' lessons learned from Unit I to Unit 2.

Information gathered during this inspection will also be used to develop an inspection plan for a future inspection of the adequacy of Unit 2 design implementation to support resumption of construction of Unit 2.

The team found that the design control programs and procedures were conceptually sound and made minor corinnents on the scope and early implementation of the engineering design progran.

Since much of the detailed design verification activities were still in the planning stage 4

(e.g., the number and types of quality assurance audits), the team informed the licensee-that our findings would need to be verified by future inspections.

Yankee Rt,we The staff has completed its review of the Yankee Rowe submittal with regard reactor pressure vessel embrittlement. Comments have been received from all technical staff and OGC. A letter transmitting the staft's safety assessment is expected to be issued August 31, 1990. The staff concluded that vessel brittle failure is very unlikely but that a reduction in uncertainties in several materials related areas is app ipriate to support longer term operation of the plant. The plant is still shutdown pending resolution of unrelated problems involving the emergency diesel generators.

It is expected that Yankee will be able to restart approximately September 15, 1990.

ZION 1 AND 2 On August 27, 1990, the Senior Vice President (Mr. Reed) and the Vice President for PWR Operations from Commonwealth Edison met with the senior management of Region III to discuss the overtime issue for Zion station.

Mr. Reed inoicated that they are taking immediate actions to improve the overtime situation at Zion. Also, they indicated that they are. planning to increase the number of nuclear station operators from-76 to 107 within approximately one year.

In addition, they are planning to spread the overtime-hours within the entire operations staff to evenly distribute the overtime for each staff member.

A quarterly performance improvement planning meeting of senior management from Ceco and the Region Ill is scheduled on September 17, 1990.

NRR has participated in such meetings in the past, and will have some representatives in this meeting.

The Diagnostic Evaluation Team (DET) is finalizing its recommendation to the EDO. NRR ano Region III have concurred on the DET's Action Plan and suggested some adaitional actions to be included in the Action Plan.

The report is expected to be sent to the licensee in the near future.

3 Calibration Methods for RDTs and TCs On 8/24, SICB was notified by Region IV of concern that exists at Waterford regarding RTD and thermocouple calibrations.

SICB is also evaluating a proposed TS change for Cooper Station that concerns the proper method of calibrating PTDs l

and thermocouples (TCs).

Basically, the concern is that these fixed element sensors, which cannot be adjusted, could drift due to age associated factors.

i Current tech-specs provide no guidance, but could be interpreted to require removal to calibrate nch outage.- Operating experience indicates the RTDs are quite reliable such that this is not warranted and could even degrade performance.

Region IV plans to submit a TIA to request resolution of the Waterford concern.

SICB will follow the same approach for both sites and consider issuing some type of guidance regarding acceptable criteria for calibrating non adjustable sensors such as RTD and TCs.

SAFEGUARDS ENFORCEMENT POLICY Proposed changes to safeguards enforcement policy, prepared by the Reactor Safeguards Branch in conjunction with NMSS and DSEC, were forwarded to the Office of Enforcement. The proposed changes for power reactors would reduce the severity levels for several types of violations, including' those related to protection of safeguards information, control of accass from a protected area into a vital area, and safeguards logs.

Applying the proposed criteria, as many as half to three-quarters of the Severity III safeguards violations over the past two years would likely have been of lesser severity.

SALP Manual Chapter The SALP Manual Chapter, MC 0516, which incorporates Connission direction from SRM 90-189, was forwarded to ADM for issuance.

STANDARD TECHNICAL SPECIFICATIONS AT TURKEY POINT A ' set of new Technical Specifications (TS) for Turkey Point Units 3 and 4 was issued by Amendments on August 28, 1990.

These TS will totally replace the existing custom TS following an implementation period of six months.

Except for Electricci Power Systems, these TS are a full implementation of Standard Technical Specifications (STS). Work is ongoing to complete the conversion of the Electrical Power Systems TS in connection with Turkey Point's planned modifications of the electrical systems. These amendments represent the i

culmination of over three years of review.

1 Office of Nuclear liaterial Safety and Safeguards Items of Interest Week Ending August 31, 1990 SAFEGUARDS AND TRANSPORTATION Domestic Coordination with Department of Energy (DOE) in Upgrading Regulations for the Protection of HEU In Transit The Office of Nuclear Material Safety and Safeguards has requested the assistance of DOE in a rulemaking proceeding initiated to upgrade the NRC regulations for the protection of highly enriched uranium (HEU) material in transit. This rulemaking will amend existing NRC regulations to achieve comparability with current DOE physical. protection standards. The staff plans to complete the rule development in FY 1991.

Transportation l-Package Supplier Inspection On August 21-22, 1990, the Transportation Branch staff conducted a follow-up quality assurance inspection of the fabrication of the TRUPACT-II containers at the Pacific Nuclear Systems, Inc. (NUPAC) assembly facility in Carlsbad,

' 9 Mexico. The staff was supported by a specialist in non-destructive u dmination from the Idaho National Engineering Laboratory. The inspection I

tocused on corrective actinnt taken in response to an earlier inspection, and included independent ultra;

. measurements of wall-thickness, examination of the weld radiographs, the eview of machining processes, ano quality assurance activities in the fabrication system.

No violations or nonconformances were identified during the course of the inspection. The observations of the inspection team were discust.ed at the exit meeting with representatives of NUPAC, Westinghouse, New Mexico Environmental Evaluation Group, and Department of Energy.

INDUSTRIAL AND MEDICAL NUCLEAR SAFETY fuel Cycle-Safety Babcock & Wilcox, Naval Nuclear Fuel Division (B&W)

On August 20-24, 1990, a Nuclear Criticality Safety Team Assessment of the B&W l

facility was conducted.

The team included participation by staff frem Region 11 6nd the Office of Nuclear Material Safety and Safeguards. The team assessment L

reviewed various management control systems and two specific plant operations.

On August 28, 1990 NFS managetaent representatives net with huclear Regulatory 3

Commission staff to discuss the licensee's Performance Improvement Program (PIP) for the nuclear criticality. safety (NCS) program at NFS' granium fuel manufacturing facility near Erwin, Tennessee. The PIP was established as a result of NCS program deficiencita identified by NRC staff during a safety assessment in July 1990 and an NFS investigation of an incident in March 1990 involving the improper handling and unauthorized transfer of highly enriched uranium to a waste sump and tank.

SNL is responsible, within the DOE High-Level Weste (HLW) repository program, for repository systems develeprent; data management and analysis; system performance assessment of the repository; conceptual design of the repository; determining the thermal and mechanical properties of the host rock; repository sealing performance requirements, materials evaluation, design and testing; and providing assistance to other Yucca Mountain Project (YMP) participants of specialized expertise.

It was determined that an adequate QA program is in place and being effectively implemented with the exception of certain areas due to lack of activity.

These areas will t,e audited at a future date when activities in these areas increase.

A special study on recurring important safety issues as reported in LERs, was issued as AE00/590-01. The study compared issues from selected LERs (in the 1986 to 1989 period) to prior NRC generic communications (Information Notices, Bulletins, and Generic Letters). The results of the study indicate events or findings related to generic correspondence diminish within about two years.

No serious deficiencies were indicated in the utilization of these comunications.

AE00 prepared a Commission paper which describes the status of, and future plans for its development of pl:nt-to-industry comparison methods (peer groups) as part of the Performance Indicator Program. The AEOD staff has constructed proposed peer groups and a preliminary methodology for calculating performance indicators on an operating mode basis.

Testing of these methods, and recommen-dations for changes to the performance indicator program, are expected to be completed by June 1991.

The second 1990 quarterly report on the Performance Indicator (PI) Program has been sent to the EDO for transmittal to the Comissioners.

l On August 29, 1990 members of the AEOD staff met with INPO representatives at INPOofficesinAtlantato: (1) share information regarding NPRDS re i

incident at Vogtle Unit 1, end (2) porting as i fellow-up to the March 20, 1990 discuss the NRC staff's 1989 evaluation of NPRDS, as reported in SECY-90 239, dated JJ1y 11,1990.

T:, pics for discussion regarding the Vogtle 1 incident were:

(a) the NPRDS guidance and reporting practices for emergency power components, (b) current l

practice in providing NPRDS-reported failures to vendors and (c) the level of vendor use of NPRDS failure data.

The need for improved guidance or reporting practices for emergency power components will be pursued through the generic process for NPRDS reporting inconsistencies.

This approach will involve the NPRDS Users Group, of which NRC is a member.

Regarding vendor use of the NPRDs, INPO discussed a number of cases in which they have contacted equipment vendors regarding the performance of their product based on NPRDS data. They also noted a few examples where vendors had requested NPRDS reports.

INPO commented on the NRC staff's evaluation of NPRDS (SECY-90-239). They noted that their evaluation of utility usage showed an approximate 15% increase while the staff's evaluation noted no substanti 1 change in usage.

The staff's evaluation was based on maintenance inspections and feedback from licensees while the INP0 estimate was based on the quantitative measures such as the number of individual HPRDS outputs requested by 'Jsers and on-line time use.

Division of Operational Assessment (DOA)

An NRC Inspection Manual Chapter (IMC) 1245 Review Group meeting was conducted at tile TTC August 27-28, 1990.

This manual chapter is associated with inspector qualificattus.

The meeting was attended by manrgement from NRR, AE00 (TTC),

and all Regions.

The meeting agenda included de; ailed reviews of draft changes to IMC 1245 and associated appendices and the generic training and the qualification journal for reactor operations inspectors.

The intent is to reissue IMC 1245, incorporating the necessary changes for each appendix, and to reissue updated generic training and qualification journals for the various inspector disciplines.

It is anticipated that this effort will require a few more meetings at approximately 2-month intervals.

A Training Advisory Group (TAG) meeting was conducted at the TTC Alqust 29, 1990. All regions plus NRR, NMSS, RES, AE00, and OP were re? resented at the meeting. Updates were provided on a number of projectr whic,1 are dependent on successful completion of procurement efforts which have been ongoing for considerable time.

The majority of the meeting time was devoted to projections of technical training to support reactor engineer, reactor health physics, and nuclear materials health physics technical inurn programs and projections of reactor technology training to support trairi.-

erienced non-nuclear personnel, and new personnel with prior nuci Vience.

The Power Plant Engineering Course (E-110) was,

in Region I August 20-31, 1990. This training was provided in response to a high priority initiative for training support of technied intern programs and was attended by reactor engineer interns from Regions ;, III, and IV and NRR.

This course is designea to provide students with an understanding of practical aspects of power plant operation.

Emphasis is placed on the use and operation of various types of equipment rather than on equipment design.

This course, af ter some expansion, i

will become part of the long range technical training so M on to prepare reactor engineer interns for successful completion of s m uent NRC qualification programs.

The Zion Diagnostic Evaluation Report (onsite evaluation peried June 4 thru June 15 and June 25 thru June 29,1990) has been forwarded to the ED0's Office in accordance with NRC Manual Chapter 0520.

The advance trip to the Oyster l

Creek site to gather necessary documents as part of preparations for the Oyster l

Creek Diagnostic Evaluation was completed on August 27 and 28.

On August 28, NRC and FEMA coeducted the first phase of a post-emergency table tup exercise with the River Bend facility in Baton Rouge, LA.

Participants included the states of Louisiana anc Mississippi, and four other federal agencies (MHS, EPA, DOE, and USDA).

The exercise examined the stages of off-site recovery ano issues of interagtncy coordination.

The next phase of the exercise will take place on September 18 and will deal primarily with long term environmental and protective action issues.

The exercise involved over 200 players and j

observers inc;uding "epresentatives from other countries.

Office of Governmental and Public Affairs Items of Interest Week Ending August 31, 1990 State Programs Special Topics Seminar State Programs sponsored a Special Topics Seminar for Agreement State representatives on August 27-29, 1990 in Irving, Texas. The seminar was attended by 40 State and 12 NRC senior license reviewers and included panel members from NMSS, 01, Regian! I and IV, GPA and many of the States. A number of important safety and regulatory topics were discussed including revisions to Part 20, below regulatory concern and decomissioning requirements.

River Bend Table Top Exercise Charles Hackney, Region IV State Liaison Officer, observed a table top exercise for the River Bend Station on August 28, 1990 in Baton Rouge, Louisiana.

Federal, State, local and utility emergency management officials participated in this exercise wnich concentrated on post-accident recovery.

Participants dealt with conditions that would require requests for federal assistance. A follow-on table top exercise is scheduled for September 18 which will address long-term issues such as decontamination, thr return of evacuees, preventing j

radiological contamination of human ano animal food chains, reimbursements for economic losses and discontinuing the emergency response effort.

l Meeting with Virginia Emergency Planning Officials Robert Trojanowski, Region II State Liaison Otticer, participated in meetings as a member of the Regional Assistance Committee with emergency planning officials from Virginia on August 29-31, 1990 in Richmond, Virginia. The purpose of the meetings was to discuss remedial actions necessary to address the two deficiencies identifieo during the North Anna / Virginia exercise conducted on August 7-8, 1990. The two deficiencies concerned coordination between State and local governments r garding alert and notification to the l

public and accioent assessment.

Resolution of these items must be demonstrated I

by December 28, 1990.

International Programs Ir.ternational Visitors On August 29, NRR and GPA/IP staff met with representatives from the Korea Advanced Energy Research Institute and the Korea Institute of Nuclear Safety to-discuss advanced LWR control room concepts.

Korea was interested in NRC's review of the NVPLEX-80 plus design.

Korea is considering to order one or two more reactors of this design within the next three to four months.

The oiscussions included a historical review of NRC reactor standards, Safety Parameter Display System, and sof tware diversity and qualification.

2 On August 30, Japan Nuclear Safety Commissioner Dr. Keiji Naito niet with Commissioners Kenneth Rogers and Forrest Reniick, Executive Director for Operations James Taylor, and Cuy Arlotto and Robert Browning from the Office of Nuclear Material Safety and Safeguards.

Dr. Naito was interested in the status of the U.S. low-level and high-level waste programs.

On August 30, GPA/IP met with Prof. Byong Whi Lee, Professor, Department of Nuclear Engineering at the Korea Advanced Institute of Science and Technology, and Vice President of the Korea Industrial Forum. The meeting focused on Korea's interest in inproving r.uclear safety through bilateral and multilateral exchanges, and included a discussion of ways to improve the safety cooperation between NRC and Korea.

Emergency Notification System Equipment Inventory and Inspection i

Telecommunications Branch staff have met with AT&T representatives to discuss changes in the reporting procedures for problems found during the Office of Information Resources Management's ENS equipment inventory and inspection visits at the Calvert Cliffs and North Anna nuclear power plants.

The purpose of the visits was to determine if the necessary equipment, particularly the WESCOM and TELLABS signalling units, was available in sufficient amounts to continue with the operation of the ENS circuitry needed at all nuclear power plants, and to identify any operational problems. AT&T has been tasked to conduct similar surveys at every connercial nuclear power plant.

Emergency Exercise Test of FTS 2000 Services IRM staff has received confirmation that the FTS 2000 services will be available for testing during the exercise that is currently planned for the San Onofre nuclear power plant.

Tom Baldesi, Teleconnunications Branch, will be on site at San Onofre during the installation and testing of the FTS 2000 services.

telephone problems that have occurred at White Flint since the cutovec to l

the new switch at the Montrost Central Office.

NRC has had more problems than normal since the cutover, which took place on June 30, 1990. Mr.

Lucas exp16ined that C&P has assigned a person to resolve the problems, and that he will personally continue to monitor the sit"ation.

4 Nuclear Information and Records Management Association Symposium Steve Scott and John Skoczlas, Office of Information Resources Management, participated in the Nuclear-Information and Records Management Association's 1990 Symposium, " Setting Standards with Today's Technology,"

which was held in Dallas, TX, August 26-29.

Tha symposium was attended by more than 400 persons involved in nuc % r information and records management, including participants f Nm the Department of Energy's New Production Reactor program. Steve Scott and Mary Ann Wallace of the National Archives and Records Ad'ainistration discussed the Federal government's perspectives on electronic records and filings. More than forty technical papers were presented, including presentations on configuration mar,agement, quality assurance standards, and developments in image systems at nuclear facilities.

1.

An Order Imposing Civil Penalty in the amount of $8,000 was issued on August 29, 1990 to Certified Testing Laboratories, Inc., Bordentown, New Jersey. The action was based on a violation involving the VP/RSO falsifying audit reports for audits that were never performed and willfully providing false infermation to the NRC in April 1988. The licensee responded to the Notice in a letter dated March 27, 1990. After careful consideration of the licensee's response, the staff has concluded that the l

violation did occur as set forth in the Notice of Violation and Proposed Imposition of Civil Penalty.

A Notice of Violatiun and Proposed Imposition of Civil Penalty in the amount of $62,500 was issued on August 30, 1990 to the Carolina Power &

Light Company (Brunswic;:).

The action was based on an event that occurred on July 5,1990. During work on the Unit I traversing incore probe (TIP) plant technicians received unplanned radiation exposures from an activated TIP having a radiation dose rate of approximately 1000 rem per hour on contact. While no regulatory radiation exposure limits were violated, it was determined that a substantial potential for overexposures existed.

The base civil penalty of $50,000 was escalated 25 percent after partially off-setting the escalation for prior notice of similar events by mitigation for identification and reporting as well as corrective actions.

M. Berkowitz and Company, Inc., doing business as HTP, Sharon, Per.nsylvania, paid the civil penalty in the amount of $500. The action was based on a number of violations including the failure to secure meteriti that collectively demonstrate a lack of adequate control of Mcensed material.

Northeast Nclear Energy Company (Millstone) paid the civil penalty in the amount of $50,000. The action was based or the shipment of a package containing irradiated waste form Millstone to the Low Level Waste Disposal Site at Barnwell, South Carolina with free standing liquid (water) in the package in excess of the regulatory limit.

Illinois Power Company (Clinton) paid the civil penalty in the amount of

$25,000. The action was based on technical specification violations whereby licensed operators performed multiple control rod withdrawals during startup without the main turbine bypass valves closed, as required.

AUGUST 30. 1990 MANAGEMENT MEETING A management meeting will be held on August 30 1990, at Combustion Engineering, Inc., Windsor, Connecticut, to pr ent the results of a Systematic Assessment of Licensee Performance (SALP) for the time period July 1,1988 through March 31, 1990.

This meeting will be attended by licensee management, NRC Region I and Office of Nuclear Materials Safety and Safeguards perscnnel. The meeting is open to the public.

Following presentation of the SALP results by NRC representatives, the licensee is expected to provide information regarding the status of actions to resolve the issues discussed.

CALVERT CLIFFS On August 27, 1990, Commissioner James Curtiss toured the Calvert Cliffs-Nuclear Power Plant. He was accomponied by Mr. M. W. Hodges, Director, Division of Reactor Safety.

On August 28, 1990, Mr. M. W. Hodges presented operator certificates at an awards ceremony sponsored by Baltimore Gas and Electric Company.

INDIAN POINT UNIT 3 On August 28, 1990, Commissioner Rogers is visiting Indian Point Unit 3 accompanied by Bill Hehl. The planned visit includes a plant tour and interviews with NYPA and NRC personnel.

Commissioner Rogers plans to visit Indian Point Unit 2 on August 29, 1990.

Babcock & Wilcox Company - Naval Nuclear Fuel Division On Tuesday, August 28, 1990 Roger E. Tetrault Vice President and Group Executive, Babcock & Wilcox Government Group, announced the appointment of James A. (Buddy) Conner as General Managar of the Naval Nuclear Fuel Division in Lynchburg, Virginia.

Mr. Conner, long time B&W employee, had been Manager of the Operations 4

Brunswick Unit 2 Scram On August 19. 1990 During a reactor scram on August 19, 1990, there were indications that some safety relief valves SRVs may not have lifted within the one percent setpoint tolera(nce o)f Technical Specifications (TS). The licensee replaced the pilot assemblies on SRVs A C. G.

H and K (i.e., valves with setpoints of 1106 and 1115 psig which did not function as expected).

These replacement assemblies we-e certified by Wyle Labs.

Test results of the removed assemblies revealed that all five initially lifted high outside the one percent TS setpoint tolerance. With the eva.eption of SRV A (which was exercised / partially opened during tn. event), as found deviations from specified TS setpoints were prester than three percent, with 12.3 percent (SRV G) being the

argest.

Following subsequent test lifts, the set on all five asselnblies 1

returned within TS tolerance pointF indicatin't sticking of the respective pilot's seat and disc.

This 's an industry wide problem which is being pursued by the staff with the BWR Owners Group.

8.

Tri-State Associates. Inc. Enforcement Conference On August 30, 1990, an Enforcement Conference was held at Woodbridge, Virginia.

The purpose of the conference was to discuss the licensee's corrective actions resulting from a Region

!! inspection July 31 and August 1, 1990.

A Confimatory Action i

Letter (CAL) was sent on August 3, 1990.

The inspection revealed six apparent violations including whole body quarterly limit overexposure and apparen,t a previously unrecognized radiation safety program breakdown.

Alt & Witrig Engineering Inc.

On August 29, 1990, Dr. Carl J. Paperiello, Deputy Regional Administrator, and other selected regional staff conducted an Enforcement Conference to discuss the violations associated with their portable nuclear gauge program, their immediate corrective actions, and changes in their radiation safety program, to prevent the violations from recurring.

In reviewing two violations during the Enforcement Conference, the R$0 appeared to have committed the violations knowingly. Those matters are being referred to 01 for investigation. The Region is issuing a Confirmatory Action Letter confirming actions by the licensee to ensure compliance in actions taken by the RSO. The Region is pursuing enforcement action on the remainder of the violations.

Examiner Standards Seminar On August 29, 1990, Mr. Geoffrey Wright, Chief, Operations Branch, Region III, along with Headquarters OLB support, sponsored a day-long seminar on Revision 6 to NUREG 1021. " Examiner Standards." The meeting was attended by all regional examiners and approximately 100 utility and contractor personnel. The seminar reviewed the substantive changes i

from Revision 5, and provided answers to questions areviously supplied by the utilities and questions which arose during tie meeting.

Zion Nuclear Power Station Mr. A. Bert Davis, Regional Administrator, and other staff members met with licensee corporate management at the etegional Office on August 27, 1990, to discuss the Region III concerns regarding licensee's overtime policy at the Zion Station disclosed through the recent DET. The licensee 4

has committed to modifying its implementation of overtime approval.

Callaway Nuclear Plant On August 28, 1990, Mr. Edward Greenman, Director, Division of Reactor Projects, and other technical staff members held a routine periodic management meeting with the General Manager of I ' lear Operations and others from Union Electric Company in the Region

Palisades Nuclear Plant On August 28, 1990, at the Palisades Nuclear Plant, a routine periodic management meeting was held to discuss Bechtel and Westinghouse participation in the Palisades Generating Company, Steem Generator Replacement Project, the engineering self assessment, diesel generators as ESF equipment, and operational initiatives.

BRC Public Meeting On August 28, 1990, the first of five regional public meetings on the NRC "Beluw hegulatory Concern" Policy Statement was held.

Participants in the meeting incluoed Dr. Carl J. Paperiello, Deputy Regional Aoministrator, and representatives of the Offices of Nuclear Material Safety and Sa'eguards, Nuclear Regulatory Research, Nuclear Reactor Regulation and the General Counsel. Over 300 individuals attended. Most attendees i

opposed the policy particularly with respect to waste disposal. State officials were concerned because they felt current problems with construction of new sanitary landtills would be exacerbated if there were a potential to receive radioactive material.

Post-Emergency Tabletop Exercise The NRC participated in a two-day integrated post-emergency tabletop exercise at Baton Rouge, Louisiana, beginning August 18, 1990. The Region IV Regional Administrator led the NRC team consisting of RIV and HQ staff. The NRC team will also participated in cay two of the exercise that will be conducted on September 18, 1990.

ARCO Coal Company Meeting with URF0

The Acting Director and Deputy Director of URF0 and legal counsel of Region IV met with representatives of ARCO Coal Company on August 28, 1990, to discuss surety requirements for their Bluewater Uranium Mill in New Mexico. ARCO is required to have a surety instrument in place for reclamation of their disposal site in the amount of $43,000,000 by November 15, 1990. They are proposing to meet this requirement in the form of a Parent Company Guarantee and requested the meeting to discuss submittal requirements.

Houston Lighting and Power Company (HL&P)

An enforcement conference with HL&P was held in the Region IV office on August 29, 1990. The licensee was represented by the Group Vice President, Plant Manager, and Licensing Manager. The subjects of the enforcement conference included the inadvertent reactor coolant system dilution event, with the reactor operating at 100 percent thermal power, and the improperly sositioned recircuiation valve on an auxiliary feedwater pump disc 1arge line.

Meeting with Houston Lighting and b;g3r Representatives from Houston Lighting ano Power (HL&P) met with members of the NRC Region IV staff on August 30, 1990, in the regional office. Matters discussed included the South Texas Project emergency notification system and corrective measures taken by-HL&P as a result of weaknesses identified by NRC in the last annual emergency exercise.
