Pennsylvania Emergency Management Agency (PEMA) Review of the Offsite Response to the February 7,1993, Site Area Emergency Incident at Three Mile Island Nuclear Station Enclosed is a letter from Mr. Joseph L. LaFleur, Director, PEMA, dated August 18,1993, with the subject review. Conclusions include several issues concerning notification of offsite agencies by your staff (findings 1-3). PEMA reported that the Emergency Notification Report forms were transmitted out of sequence, terminology used in the notifications was potentially confusing, and PEMA was notified subsequent to notification of the risk counties, which delayed the offsite notifications.
We request that your staff coordinate with PEMA to address the findings that concern the actions of your onsite response organization. The NRC has also forwarded a copy of the review to the Federal Emergency Management Agency for its information and use as appropriate.
