PENNSYLVANIA EMERGENCY MANAGEMENT AGENCY'S REPORT ON THE OFFSITE RESPONSE TO THE SITE AREA EMERGENCY INCIDENT AT THREE MILE ISLAND i

i Enclosed is a report prepared by the Pennsylvania Emergency Management Agency (PEMA) on the offsite response to the February 7, 1993, Site Area Emergency incident at Three Mile Island. The report was provided to the'NRC by Joseph L. LaFleur, PEMA Director, on August 18, 1993.

The PEMA report examines the response actions of the Commonwealth of Pennsylvania and the counties of Cumberland, Dauphin, Lancaster,- Lebanon, and York. The conclusions drawn by the PEMA review include several issues concer-ning notification of offsite agencies by the licensee (refer to findings 1-3).

PEMA reported that the Emergency Notification Report forms were improperly tranrnitted out of sequence, terminology used in the notifications was poten-l tially confusing, and PEMA was notified subsequent to notification of the risk counties, which delayed the offsite notifications.

We recommend that a copy of the report be forwarded to the licensee with a request that the licensee coordinate with PEMA to address the findings that concern the actions of the onsite response organization. We have also forwarded a copy of the report to the Federal Emergency Management Agency for their information and use as appropriate.
