By copy of this memorandum, the above report is provided to you for review in accordance with my July 14, 1987 memorandum.

OE will notify OGC within one week of the date of this memorandum as to whether the staff requests an OGC analysis regarding the sufficiency of evidence in.the O!-Report to support i

any proposed enforcement action.

If an analysis is to be provided by OGC you should not finalize a proposal 6

until their analysis has been received. OGC will inform you if the analysis will not be prepared within three weeks of the OE request.

Each of you should note that this matter has been referred to the Department of Justice and appropriate handling provisions should be-appiled.

Demoted to a non-nuclear position.

George A. COWARD - Rancho Seco Plant Manager.

Action:

Fired and took a retirement annuity of approximately $200,000 case settlenent and $2,000 per month.

Roger L. POWERS - SMUD Supervisory Nuclear Engineer.

Actinn:

Will either resign or be fired.

Final outcome still unknown.

Fred W. KELLIE - SMUD Radiation Prctection Superintendent.

Action:

Denoted with a reduction in salary.
