Background

I By letter dated July 24, 1990, IRT requested amendment of License No. SNM-1405

.I to reflect its reduced possession of plutonium sealed sources and disposal of the inventory of solid sintered fuel pellets.

By letter dated October 24, 1990, IRT requested reduction of the possession limit for uranium (enriched to >20 w/o U-235) serled sources.

Furthermore, changes were proposed in the authorized places of -

age of the material.

Discussion License No. SNM-1405 authorizes IRT to possess special nuclear material for storage only.

The proposed amendment reduces the possession limits of two of the items and terminates possession of another.

The possession limit for the plutonium sealed sources was proposed to be reduced from 6 grams to 1 gram Pu and for the uranium (enriched to >20 w/o U-235) sealed sources, from 35 grams to 32 grams U-235.

Accordingly,. conditions 8A and 8E are revised as follows:

32 gram U-235 The possession of solid sintered fuel pellets was proposed to be terminated.

The Conditions 6F, 7F, and 8F are therefore deleted.

IRT proposed to store the items A, C, 0, and E henceforth only at its manufacturing facility located at 8221 Arjons Road, Suite F San Diego, California.

Item B was proposed to be stored also at its facility at 3030 Callan Road, San Diego, California.

The Arjons Road facility is currently authorized to store all of the items remaining after the amendment and the Callan Road facility, all other items except C and D.

Both the facilities thus have adequate arrangements for the new distribution of the licensee's holdings.

As confirmed by Mr. K. L. Crosbie during a telephone conversation on Ot.tober 18, 1990, the radiological and nuclear criticality safety programs at both the facilities are unchanged from the tire of the last license amendment.

safety of operation with the reduced inventor /, therefore, continues to be l-adequate.

Accordingly, Condition 10 is revised o read as follows:

Items A, C, 0, and E shall be stored only at the Arjons Road facility.

NOV 2 91990 Conclusion Based on the discussion above, the staff concludes that the proposed amendment does not adversely affect the public health and safety or the environment.

Approval of the application is recommended.

The Region V licensing staff have no objection to the recommended action.
