HCGUIRE NUCLEAR ST TION REACTOR BUILDING POLAR CRANE AND AUXILIARY ROIST OPERATION OBJECTIVE The objective of this directive is to outline safe operating procedures for the Polar Crane and its auxiliary hoist.
APPLICABILITY This directive,shall apply to all personnel involved in moving any load using either the polar crane main or auxiliary hoist.

r 2-OPERATING PROCEDURE

1.
In,s p e c t io n 1.1 Inspect polar crane in accordance with McGuire's
" Overhead and Gantry Cranes Dail.y Visual Inspection."
1.2 All lifting devices includin g 's lin gs, shackles, hooks, etc., shall be inspected in accordance with applicable ANSI standards prior to use.
1.2.1 The rigger is to assure that all' lifting devices are properly identified and that the load does not exceed the rated capacity.
1.3 After rigging is complete and slack has been taken from the lifting devices, the rigger shall inspect the load to assure the following:
1.3.1 All rigging is seated,in proper areas.
1.3.2 No loose objects are capablelof falling from the
- load.
i 1.3.3 Tag lines are attached securely when needed.

Procedure
(,[,E 2.1 The Polar Crane and/or its auxiliary hoist shall not be operated when any fuel assembly is being moved unless a
directly associated with the fuel movement.
2.2 During the period when the reactor vessel head is removed and irr,adiate fuel is is the reactor building, and fuel is not being moved, "the Polar Crane and its auxiliary hbist shall not be operated except for critical path work and only phen with approval for each lift made, from the Station Manage r or Main tenanc e Superintenden.t.
,2. 3 Each lift made by the Polar Crane or its auxiliary hoist is unique, therefore, each lift should be planned in, steps and the proper sequence is to be followed while handling the load.
A safe load path shall be determined before making any horiaontal moves.
The safe Joad path should be the shortest, safest move possible.
Never carry a load over l'
or near the reactor vessel when the head has been removed.
NOTE:
The load block and hook are considered a load.

2.4 When the Polar Crane is used for any purpose other than testing and maintenance, a flagnan shall be located c'n the operating deck and alv,ay's in clear view of the operator.
The flagman should be clearly identifiable l
l by use of an orange colored ves t.
2.5 During the period when the reactor coolant system is i
F pressurtzed above 300 psig, and is ab o v'e 200*F, and fuel is in the core, the Polar Crane shall not be operated over the steam generator compartments.
l 2.6 Once the head is replaced and there is no fuel in the fuel transfer canal, then normal use of the Polar Crane and auxiliary hoist may resume.
