During the May 9-13, 1988 NRC EQ inspection, the staff identified one inspection followup item (IFI), 50-259, 260, 296/88-11-04, pertaining to specific outstanding ite.as needing correction / clarification in documentation supporting the 10 CIR 50.49 list. This IFI is documented in NRC Inspection Report (IR) 50-259, 260, 296/88-11, dated September 1, 1988.
Although the issues of this IFI are not considered significant relative to the 10 CFR 50.49 list process, the issues must be closed before restart.

- 1) The staff has concluded (in its December 8, 1988 safety evaluation of TVA's response to CL 84-11 and GL 88-01) that all remaining post-IHSI inspections should be performed before restart.

- 7) TVA has arranged to install hydrogen water chemistry treatment facilities for Browns Ferry Unit 2 and this may take place during mid-cycle or by the end of the next refueling outage.
STATUS:
Complete. TVA committed to complete the work necessary to allow a mid-cycle implementation of hydrogen water chemistry prior to restart.
This commitment was tracked by NCO 86-0326-116 and completed on November 16, 1989.

Although the austenitic stainless steel piping has been replaced with carbon steel piping, there are six weld in the core spray system where austenitic stainless steel fittings are _till in use; these bimetallic or dissimilar metal joints must undergo a mitigation action.
TVA has indicated that these particular joints will undergo induction heating stress imp ovements (IHSI) treatment by the conclusion of the next refueling outage.
STATUS:

The licensee is continuing to study the impact of the new ARS on the structural items and piping systems and has committed to recolve this issue before restart of Unit 2.
STATUS:
Closed for restart. The issue of the impact of the new amplified response spectra was reviewed in Inspection Report 89-42, dated February 26, 1990.
At that time, two issues remained open; one is now closed for restart and the other has been closed.
The first open issue was the evaluation of the drywail steel platforms.
It was closed for restart pending TVA's performance of a fir.a1 confirmatory evaluation when the generation of the final pipe support loads from the IED 79-14
(
program was completed.
The complettnn of thia final evaluation was not required prior to restart; however, TVA intends to complete it prior to restart.
This work is being tracked by NCO 86-0326-158.
The second open issue was the evaluation of Class I HVAC ductwer(.
This issue was closed pending completion and submittal of TVA's evaluation of the Class I ductwork for the chimney.
This work was completed and the issue closed by NRC letter, dated August 22, 1990.

The methods used by CE for primary system evaluation are acceptable provided that GE justifies the adequacy of two methode used to qualify its components.
The licensee agreed to provide this information when it becomes available.
STATUS:
Closed. This information was submitted by letter, dated October 6, 1989. The issue was closed by NRC in Inspection Report 89-62, dated February 16, 1990.

Because Appendix J compliance has been deloted from the current Browns Fctry FSAR, the etaff was not able to review the original design basis and criteria for the primary systems.
The licensee again documented its compliance to Appendix J in its submittal dated June 23, 1989.

Closed. This information was submitted by letter, dated June 23, 1989.
The issue was closed by NRC in Inspection Report 89-62, dated February 16, 1990.

- 4) When the dynamic model of the RPV internals and supports was developed, the licensee incorrectly assumed the existence of seismic restraints at the lower end of CRD housings.
This inspection finding was confirmed by the original design drawing and a field walkdown. The licensee is developing a modification and will report to the staff when the modification has been completed. This open issue is considered an unresolved item (URI 89-31-01) for Inspection 50-260/89-31 and will be reviewed in a followup inspection before the restart of Unit 2.

The issue was closed by NRC in Inspection Report 89-62, dated February 16, 1990.
Section 2.2.2.3, Electrical Conduit and Supports This section contained two restart open items which have been closed:

Evaluation of support rod hangers.

This section contained one restart open item which has been closed Buckling of HVAC ductwork.
The staff will close out this item in a future inspection.

Prior to restart from the first refueling outage, TVA was required to completed all corrective actions identified in the Concluding Report on the Effects of Postulated Pipe Failure Outside of Containment for the Browns Ferry Nuclear Plant Unite 2 and 3, dated March 1, 1974.
