Dear Dr. Murley:

Enclosed for your review is the Third Interval Inservice Testing (IST)

Program for Pumps and Valves. The Program is in compliance with 10CFR50.55a(f) and the ASME B & PV Code Section XI,1989 edition including OM 1987, Part 1 and addenda OMa 1988, Parts 6 and 10. The Third Interval was scheduled to commence on 12/31/93 for Unit 1 and 9/14/94 for Unit 2.

However, per ASME Section XI,1980 edition with Winter 1981 Addenda, Article-IQA-2400(c), the inspection interval for inservice testing may be extended by as much as one year, enabling Zion to remain in the second Ten-Year Interval during?

the Dual Unit Outage. Commencement of the Third Ten Year Interval is scheduled for 3 months after the end of the Dual Outage, or approximately June, 1994.

The referenced letter transmitted a Safety Evaluation Report for Revision 11/92 of the second interval IST program. In that evaluation, Commonwealth Edison Company's proposal to establish a flow tolerance for certain pumps was determined to require specific relief. These relief requests are include < in the third interval program. For those pumps whose flow tolerance would be less than 2%, no reliefis required, but the method for establishing the variance should be documented in the IST program. Zion Station is currently assembling the required documentation, and it will be maintained on-site, available for staff review.
