ZION NUCLEAR POWER STATION, UNITS 1 AND 2, INSERVICE TESTING PROGRAM RELIEF REQUESTS FOR PUMPS AND VALVES (TAC NOS. M83016, M83017, M85479 AND M85480)

The enclosed Safety Evaluation (SE) provides the results of the staff's review of information provided by Commonwealth Edison Company (CECO, the licensee) in their letter dated January 7,1993.

This letter forwarded Revision 11/92 to the Inservice Testing Plan for Class 1, 2, and 3 Pumps and Valves for Zion Station, Units 1 and 2.

This revision consists of two revised pump relief requests, PR-03 and PR-09, one new pump relief request, PR-ll, one new pump Technical Approach and Position, PP-08, and two revised valve relief requests, VR-01 and VR-33.

Revisions to Relief Requests PR-04, PR-05, VR-03, VR-08, VR-23, and VR-27 included in the October 15, 1991, submittal were not technical changes and, therefore, the previously granted relief continues to apply.

Revised Relief Request VR-02 deleted valves in the isolation valve seal water system which will now be seat leakage tested per inservice testing and Technical Specification 3.9.1.B requirements each refueling outage.

Previously granted relief for VR-02 remains in effect for the remaining valves.

New relief requests were included in the October 15, 1991, submittal ard are also evaluated in the enclosed SE.

The Code of Federal Regulations,10 CFR 50.55a, requires that inservice testing (IST) of certain American Society of Mechanical Engineers (ASME)

Boiler and Pressure Vessel Code (Code) Class 1, 2, and 3 pumps and valves be performed in accordance with Section XI of the ASME Code and applicable addenda, except where relief has been granted or proposed alternatives authorized by the Commission pursuant to 50.55a $T(f)(6)(i), (a)(3)(i), or (a)(3)(ii).

Guidance on acceptable alternatives to Section XI requirements was provided in Generic letter 89-04, " Guidance on Developing Acceptab7e inservice Testing Programs," for certain aspects of IST.

The staff has reviewed the requests for relief submitted by CECO for the Zion Station, Units 1 and 2, IST Program.
