REQUEST FOR ADDITIONAL INFORMATION ON NINE MILE POINT NUCLEAR STATION, UNIT 2 - IMPLEMENTATION OF SAFER /GESTR-LOCA METHODOLOGY (TAC NO. M86066)

By letter dated March 22, 1993, Niagara Mohawk Power Corporation (NMPC) submitted an amendment request that would revise the Nine Mile Point Nuclear Station, Unit 2 (NMP-2), Technical Specifications to permit use of the SAFER /GESTR-LOCA methodology for accident analyses. The NRC staff subsequently determined that additional information was needed to complete evaluation of the amendment request and issued a request for additional information (RAI) on June 16, 1993. NMPC responded to the RAI on July 14, 1993, and the response forwarded a copy of Revision 1 of General Electric Proprietary Topical Report NEDC-31830P, "Nine Mile Point Nuclear Power Station, Unit 2 SAFER /GESTR-LOCA, Loss-of-Coolant Accident Analysis." The staff has reviewed NMPC's response dated July 14, 1993, and determined that additional information is needed to complete our evaluation.

Specifically, approval of the SAFER /GESTR methodology was based on certain conditions, including confirmation that the plant-specific peak cladding temperature (PCT) calculations match the trend of the generic PCT versus break size curves. This is necessary to assure that the SAFER /GESTR model is applied in a manner that maintains the validity of the statistical model for plant specific applications. The calculations for NMP-2 show a small-break PCT nearly equal to the large-break PCT. This represents a significant departure from the SAFER /GESTR assumptions for this class of plants.

Accordingly, we request that NMPC provide additional or revised information showingthelicensingbasisPCTvalueaswellpstheupperboundPCT evaluation at the limiting small break (0.1 ft ).

The staff requires this information to confirm that the large break is indeed the limiting event across the break spectrum, and that the SAFER /GESTR methodology is being applied in an appropriate manner.

In order to facilitate timely resolution of this matter, we request that NMPC provide a written response within 30 days of receipt of this letter.
