SUBJECT'ESPONSE TO REQUEST FOR ADDITIONALINFORMATION ON NINE MILE POINT UNIT 2 SAFER/GESTR-LOCA ANALYSIS METHODOLOGY By letter dated March 22, 1993, Niagara Mohawk submitted an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. The Application consisted of proposed Technical Specification changes to Section 6.9.1.9, "Core Operating Limits Report." Section 6.9.1.9 was proposed for revision to incorporate the Sh.FER/GESTR-LOCA methodology approved by the Staff for accident analyses.

The Staff's Topical Evaluation Report on SAFER/GESTR methodology accepted the methodology provided the material contained in SAFER/GESTR was applicable to the specific plant involved. As stated in the March 22, 1993 Application, Niagara Mohawk has confirmed the applicability of the material contained in SAFER/GESTR to Nine Mile Point Unit 2. In order to confirm that applicability the Staff, in a June 16, 1993 letter, requested additional information relative to the Application. The Staff pointed out that the Staff's Topical Evaluation Report accepted SAFER/GESTR methodology subject to certain limitations and plant specific requirements and requested that Niagara Mohawk demonstrate compliance with those specific requirements.

To address the Staff's request, Niagara Mohawk is providing a copy, as Attachment 1 to this letter, of the most recent Unit 2 SAFER/GESTR-LOCA analysis, which demonstrates compliance with the Staff's requirements. Revision 1 of the Unit 2 SAFER/GESTR-LOCA analysis was performed to support the anticipated submittal of the power uprate License amendment application. The analysis utilizes an uprated power condition, i.e;, a 100%

power rating of 3475 megawatts thermal, in lieu of the currently licensed 100% rated power condition of 3323 megawatts thermal. The uprated condition represents an increase of 4.3%

over the licensed 100% power level.

The "NMP2 SAFER/GESTR-LOCA, Loss-of-Coolant-Analysis," NEDC-31830P, was prepared by the General Electric Company and has been identified as Proprietary Information. Attachment 2 provides General Electric's affidavit to that effect. The proprietary information is delineated by single bars marked in the margin adjacent to the specific material. In addition to the vertical bars in the margins indicating proprietary information, there are other incidental marginalia unrelated to the proprietary information.

Specifically, single vertical bars with an "Rl" designation in the margins of the pages indicate changes to Revision 0.
