Re: Nine Mile Point Unit 2 Docket No. 50-410 NPF-69 Gentlemen:
Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed is the proposed change to the Technical Specifications set forth in Appendix A of the above mentioned license.
Supporting information and analyses demonstrating that the proposed change involves no significant hazards consideration pursuant to 10CFR I 50.92 are included as Attachment B.
The proposed Technical Specification changa contained herein represents revisions to Section 6.9.1.9, " Core Operating Limits Report." Section 6.9.1.9 is being proposed for revision to incorporate the SAFER /GESTR-LOCA methodology approved by the Staff for accident analyses. Also, the proposed amendment contains revisions to Bases Section 3/4.2 to reflect the addition of the SAFER /GESTR-LOCA methodology as well as tiitorial changes.
Discussion of these editorial changes is included in the supporting information, but since they are unrelated to the proposed Technical Specification changes, they are not addressed in the Affidavit or the Significant Hazards Analysis. In addition, the enclosed revised Bases page B3/4-2-4 does not reflect changes contained in Niagara Mohawk's Application for Amendment dated February 27,1993. Niagara Mohawk requests approval of this amendment by October 15,1993, to support restart from the upcoming refueling outage.
