SUBJECT:
REQUEST FOR ADDITIONAL INFORMATION ON NINE MILE POINT NUCLEAR STATION, UNIT 2 -' IMPLEMENTATION OF SAFER /GESTR-LOCA METHODOLOGY (TAC. NO. ME.6066)'
By letter dated March.22, 1993, Niagara Mohawk Power Corporation (NMPC)'
submitted an amendment request that would revise the Nine Mile Point Nuclear-Station, Unit 2 (NMP-2), Technical Specifications;to permit use of the SAFER /GESTR-LOCA methodology for accident analyses.
The staff has' reviewed NMPC's amendment request of-March 22, 1993, and. determined that additional information is.needed to complete our evaluation.
The information that we need was identified in the staff's Topical Evaluation Report (TER) that accepted the application methodology'of General Electric Licensing Topical Report NEDE-23785-1-P, Volume.III, "The GESTR-LOCA and SAFER Models for the Evaluation of the. Loss-of-Coolant Accident."
(This TER was-l transmitted as the enclosure to a letter dated June 1,1984,- from Cecil' O.
'i Thomas (NRC) to J. F. Quirk (General Electric Company)).
Specifically, Section 3.2 of the TER identified certain items that'must be confirmed on a plant-specific basis.
Section 5.0 of the TER indicated that the' methodology is restricted to applications where the calculated. upper bound peak cladding temperature (PCT) is less than 1600 'F.
Since use of the NRC-accepted

methodology is still subject to the conditions of the TER, we request that NMP_C provide information to confirm that:
(1)
PCT and PCT based break spectra for NMP-2 match the n in t trends,of the ge % gneric analysis curves; (2). NMP-2 operating parameters are bounded by generic calculation inputs; (3) the NMP-2 emergency core cooling system (ECCS) configuration is-consistent with the' reference plant ECCS configuration;- and (4) the calculated upper bound PCT is less than 1600 *F.
