Dear Sir:
Under the provisions of the Freedom of Information Act, 5 U.S.C.
I 552, as amended, I am requesting access to records pertaining to the Conoco Conquista Project located near Falls City, Texas.
The Conquiota Project is a low level radioactive waste disposal rite operated by conoco Inc.
We would be specifically interested in documents responsive to r e juests receivod by the Nuclear Regulatory Commission from the general public, members of Congrear, ot. hor governmental agencier., etc., in regard to the poscible ttansfot of ownership of the Conquista Project in the mid 1980s.
As Texas is an agreement state and wo have already made Freedom of Information requests on this subject to the Texas Depart-ment of Health and the Texas Railroad Com.nission, I believe it would be more efficient for me to review responsive documents and/or a listing of responsive documents rather than make a general copying request.
Conoco Inc. is inter-estod in the review of all documents, correspondence, reports, internal memoranda, etc.,
retained by the Nuclear Regulatory Commission pertinent to the Conquista Project site and especially those located in the Region 4 office in Arlington, Texas.
We are aware that there will be a charge for the search and review of these records and request that you proceed with the search and review and advise us only if the charges exceed $50,00.
A written response is requested within 10 working days to this request.

Also, we received on December 17, 1987, revised Appendices H and L to the above referenced document.

Unfortunately, at the present tho, we have about 15 reclamation plans in our office for review and appresS.
We anticipate that completion of these licensing actions will ta h in excess of a year.
Therefore, we will require as much time and flexibility as you feel like you can afford

to complete the requested review.
We estimate that we can perform an initial review, to assess completeness of the document, within the next'3 l
to 4 weeks.
However, in that regard, you will recall that Conoco -
informed us thet the comments we gave them during the site visit would not be included in this submittal.
Therefore, to expedite the review process and 'save time and effort for all, Conoco should be revising their submittal based on those comments.
In general, those comments had to do with extremely high flow velocities that would be experienced during a Probable Maximum Flood and the lack of erosion protection, the very steep side slopes proposed and the adequacy of the ground-water cleanup program in relation to the recently revised requirements of 10 CFR Part 40, J .

Waste and Land in Fort Collins, Colorado.
