DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 81 DEGRADED VOLTAGE RELAY SETPOINTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the provisions of 10 CFR Part 50.59, Wisconsin Electric Power Company (Licensee) hereby submits an application for amendments to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2, respectively. The purpose of these amendments is to incorporate certain changes into the Technical Specifications for the Point Beach Nuclear Plant. These changes consist of revisions to the voltage and time delay setpoints for the degraded voltage relays and are submitted in compliance with the requirements of the footnote to Item 9 of Table 15.3.5-1 of the Point Beach Technical Specifications.

l On June 1, 1982, Licensee submitted a letter which j provided additional information concerning the adequacy of l station distribution voltages at the Point Beach Nuclear Plant.

In that letter, we stated that we would propose this Technical Specification change. The proposed revision effects Item 9 of l Table 15.3.5-1 and changes the voltage setpoint from >3762 volts l +2% to >3875 volts +2%. We further propose to change the time I delay setpoint to read "less than 60 seconds at 0-100% of l voltage setting". As discussed in our June 1 letter, these l settings assure minimum safety-related bus voltage of 94.9%

of the 4000V motor ratings and 90% of the 460V motor ratings.

Denton June 30, 1982 Licensee has determined that approval of this license amendment request would constitute a Class III approval as defined in 10 CFR Part 170.22 for the Point Beach Unit 1 facility operating license. A duplicate review for the second Point Beach unit constitutes a Class I approval. Accordingly, we have enclosed a check drawn in the amount of $4,400 for these license amendment approval fees.

As specified in the Commission's regulations, enclosed are three signed originals and, under separate cover, 40 copies of this license amendment application. Included with this application is a proposed page change for the Technical Specifications with the specific revisions discussed in this application identified by margin bars.
