" CONTROL ROD AND POWER DISTRIBUTION LIMITS" AND TS 15.4.1 " OPERATIONAL SAFETY REVIEW" POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 In a letter dated February 8,1996, Wisconsin Electric submitted Technical Specifications Change Request 170. In subsequent review of this Technical Specifications change request, it has been determined that a surveillance requirement that should be included for axial flux difference at- I power physics tests exceptions was inadvertently omitted. l An additional item of"at-power physics tests exceptions" should be included in proposed Specification 15.3.10.F, as follows:

7. At least once every 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, verify Fo (Z) and F% are within the required limits.

A revised set of edited Technical Specifications pages is provided as an attachment to this letter.

No revision to the original safety evaluation for this Technical Specification change request is

! considered necessary at this time because this surveillance requirement for at-power physics tests exceptions was inadvertently omitted. The inclusion of this requirement is necessary to maintain L consistency with the current Point Beach Technical Specifications and NUREG-1431, WOG Improved Standard Technical Specifications.

l It has been determined that this correction to the proposed amendments do not alter the i conclusion that these changes do not involve a significant hazards consideration, authorize a significant change in the types or total amounts of any effluent release, or result in any significant increase in individual or cumulative occupational exposure. We, therefore, continue to conclude ,

that the proposed amendments meet the requirements of 10 CFR 51.22(c)(9) and that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared.
