4.16KV DEGRADED VOLTAGE, 4.16KV LOSS OF VOLTAGE AND 480 V LOSS OF VOLTAGE PROTECTION FUNCTIONS POINT-BEACH NUCLEAR PLANTS. UNITS 1 AND 2 ,

In a letter dated April 27, 1995, Wisconsin Electric requested amendments,to the Point Beach Nuclear Plant facility operating licenses to modify;the 4.16KV degraded voltage, 4.16KV loss of voltage, and 480,.V loss of_ voltage: protection functions: setting ,

limits.'On September 7, 1995, the NRC issued Information Notice IN 95-37, " Inadequate Offsite Power System Voltages during Design-Basis Events." This Information Notice, in part, states,

' " ... plants'with no upper limit on degraded voltage protection  !

relay setpoints. If these.setpoints are allowed to drift in the upward direction, this trend could also lead to the (same) "

increased potential'for separation from offsite power during design-basis events." l The current and proposed PBNP Technical Specifications Setting  !

( Limits for degraded voltage do not include upper limits. It is our normal practice to minimize the potential for unwanted separation from offsite power by setting the relays as close as practicable to the Technical Specifications setting limit. In recognition of the concerns put forth by IN 95-37, we propose  !

the addition of the following statements to the basis for Technical Specification 15.3.5:  !

.The 4.16KVfdegraded voltage; setting limit is provided as
